Voters propose to adjust pension increase to match basic salary

On October 21, at the 8th Session of the 15th National Assembly, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the 8th Session of the 15th National Assembly.

Further strengthening people's trust in the Party and State

Reporting at the meeting, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that in preparation for the 8th Session of the 15th National Assembly, the Presidium of the Central Committee of the Vietnam Fatherland Front received 63/63 reports reflecting the opinions and recommendations of voters and people of the Vietnam Fatherland Front Committees of provinces and cities; 48/63 reports from National Assembly delegations; 15 reports from member organizations; reports from members of the Presidium of the Central Committee of the Vietnam Fatherland Front.

Voters and people expressed their agreement, support and actively participated in the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses for poor and near-poor households in 2025, believing that the Party and State have had a correct policy, in line with the people's wishes, demonstrating the good nature of our regime, creating a very good social effect, further strengthening the people's trust in the Party and State.

Voters and people have deep confidence in the unity and wise leadership of our Party and State, which will continue to lead the entire people and army to successfully implement the Resolution of the 13th National Party Congress, prepare well for the successful organization of Party Congresses at all levels, towards the 14th National Party Congress, bringing our country into a new era, an era of national development...

Voters and people agree and highly agree that the Party and State have paid more attention to investing in cultural development to preserve the soul of the nation, but are not satisfied because the activities of cultural workers, especially at the commune, village and hamlet levels, have not brought about practical results.

Concerned and worried about the storm No. 3 that has caused great damage to 26 northern provinces and cities, making people's lives more difficult, and the risk of falling back into poverty high, voters and people hope that the Party and State will have more fundamental policies, solutions and strategies to ensure people's safety against the great impacts of climate change, especially in the Northwest, Central Highlands, Central Coast and Southwest regions.

In addition, we hope that the Party and State will continue to pay attention to directing the handling of some shortcomings in salary increases for some professions; continue to adjust pension increases commensurate with salary increases for officials and civil servants; have strict sanctions against those responsible for not organizing public receptions or receiving citizens in a perfunctory manner, not sincerely listening to and sincerely resolving people's petitions...

In the coming time, the Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and State should soon allocate resources from the state budget to support food, seedlings, and essential supplies so that people can soon restore production and stabilize their lives.

At the same time, it is recommended that competent authorities, especially People's Councils and People's Committees of provinces and cities, pay attention to issuing legal documents to implement the Law on Grassroots Democracy; and implement the Party's consistent policy of "People know, people discuss, people do, people inspect, people supervise, people benefit".

Along with that, it is recommended that the Central Emulation and Commendation Council provide specific instructions to commend and reward outstanding collectives and individuals in preventing, fighting and overcoming the consequences of storm No. 3 and the nationwide movement to join hands to eliminate temporary and dilapidated houses for poor and near-poor households in 2025...

2,289 voters' petitions were sent to competent authorities.

Summarizing the results of monitoring the settlement and response to voters' petitions sent to the 7th Session of the 15th National Assembly, Head of the Petition Committee of the National Assembly Standing Committee Duong Thanh Binh said that through meetings with voters, 2,289 petitions from voters have been compiled and sent to competent agencies for settlement, in which a number of areas continue to receive much attention from voters such as: labor, war invalids and social affairs; health; transportation; agriculture, rural areas; natural resources, environment; education and training. To date, 2,238 petitions have been settled and responded to, reaching 97.8%.

Specifically, the National Assembly and its agencies responded to 35/35 recommendations, reaching 100%. Many issues of concern and recommendations from voters have been received by the National Assembly and the National Assembly Standing Committee, closely linked to legislative activities, supervision and decision-making on important issues of the country. The National Assembly pays special attention to the development and completion of the legal system, aiming to provide timely and effective solutions, creating momentum to promote socio-economic development in the coming years.

The Government, Central Ministries and Branches have resolved and responded to 2,112/2,162 petitions, reaching 97.7%. In recent times, the Government, Central Ministries and Branches have made great efforts in resolving and responding to voters' petitions, demonstrating seriousness, openness and responsibility. Many voters' petitions have been resolved and responded to ahead of schedule, and the quality of resolution and response has been increasingly improved.

The Supreme People's Court and the Supreme People's Procuracy have resolved and responded to 27/27 petitions, reaching 100%.

In addition to the achieved results, Head of the People's Petition Committee Duong Thanh Binh pointed out some limitations such as the collection and synthesis of voters' petitions sent to the National Assembly through regular voter meetings before and after the 7th Session of some National Assembly delegations did not ensure the deadline according to the law; petitions under the jurisdiction of localities were still collected and proposed to central agencies for resolution.

Through monitoring, it is shown that there are still some limitations in handling voters' petitions that affect the legitimate rights of some subjects and the effectiveness of implementing some preferential policies of the State such as: From 2022 to now, voters in many localities have continuously petitioned the Ministry of Labor, Invalids and Social Affairs to issue specific instructions on identifying "low-income workers". Voters in many localities have reported a lack of vaccines in the Expanded Immunization Program at public health facilities, so many children are not vaccinated on schedule, have not received enough doses, and are at high risk of infection.

Since the 7th Session of the 14th National Assembly, voters in many localities have requested the Ministry of Education and Training to study and advise on amendments and supplements to the Decree regulating support policies for students and general schools in extremely disadvantaged communes and villages and the Joint Circular guiding a number of financial regimes for students of ethnic boarding schools and ethnic preparatory schools. Therefore, it is recommended that the Ministry of Education and Training promptly complete and submit to the Government for promulgation documents amending and supplementing the regulations on the above support policies.
