On January 10, the Traffic Police Department (CSGT) informed that the Ministry of Public Security has just issued a peak plan to ensure traffic safety and social order on traffic routes during the Lunar New Year and spring festivals in 2024. The plan will take place from now until March 9.

Accordingly, the Traffic Police will coordinate with other units to concentrate forces, vehicles, and technical equipment to implement the peak. The goal is to prevent, detect, stop, and handle violations that are the direct causes of traffic accidents, especially particularly serious traffic accidents.

Limit traffic congestion, prevent and combat all types of crimes on traffic routes; support and serve people's travel, entertainment and festival needs during the end of the year, New Year, Lunar New Year and early spring festivals in 2024.

On the roads, traffic police nationwide focus on handling violations related to alcohol and drug concentrations, speeding, driving in the wrong lane; avoiding, overtaking, stopping, and parking in violation of regulations; vehicles with extended cargo beds, overloaded or oversized cargo; carrying more people than the prescribed number; picking up and dropping off passengers at the wrong place...

The subjects of inspection and handling are vehicles transporting goods and passengers on highways, national highways, provincial roads, district roads, urban roads, and rural roads.

On waterways, police focus on subjects transporting goods, mineral exploitation activities, passenger transport across rivers; places with tourism activities, festivals, entertainment on inland waterways...

On railway lines, coordinate with the railway industry to inspect and handle violations that cause unsafe railway traffic, especially at level crossings and self-opened paths. In addition, grasp the situation of selling train tickets for Tet and the train schedule for Tet to proactively coordinate to ensure good order, safety of trains, stations and the lives and property of passengers.

Traffic police will also promptly mobilize forces to coordinate traffic flow and regulation, limit traffic congestion, especially on main routes in and out of Hanoi and Ho Chi Minh City, expressways, key national highways...

Notably, the authorities will intensify the fight against crime and illegal racing on key routes and areas; focusing on smuggling, transporting prohibited goods, and illegal sand and gravel mining.

At the same time, through patrolling and controlling activities and coordinating with functional units, promptly detect and arrest criminals.

In 2023, there were 22,067 traffic accidents nationwide.

According to information from the National Traffic Safety Committee on traffic accidents, in 2023, there were 22,067 traffic accidents nationwide, killing 11,628 people and injuring 15,292 people. Compared to the same period in 2022, the number of cases decreased by 1,285 cases (-5.5%), decreased by 1,922 deaths (-14.18%), and increased by 660 injuries (+4.51%).

Of which, 21,880 road accidents occurred, killing 11,498 people and injuring 15,255 people. Compared to the same period last year, there were a decrease of 1,292 accidents (-5.58%), a decrease of 1,891 deaths (-14.12%), and an increase of 657 injuries (+4.5%). Of which, there were 34 particularly serious accidents on the road, killing 118 people and injuring 77 people (analysis of causes of traffic accidents in Appendix 02 attached).

There were 124 railway accidents, killing 97 people and injuring 27 people. Compared to the same period last year, there was no increase or decrease in the number of accidents (0%), an increase of 3 deaths (+3.19%), and a decrease of 1 injury (-3.57%).

There were 57 incidents on waterways, killing 31 people and injuring 10. Compared to the same period last year, there was an increase of 8 incidents (+16.33%), a decrease of 24 deaths (-43.64%), and an increase of 4 injuries (+66.67%).

There were 6 maritime incidents, killing 2 people and injuring 0. Compared to the same period last year, there was a decrease of 1 incident (-14.29%), a decrease of 10 deaths and missing people (-83.33%), and the number of injured people remained unchanged.

Regarding the civil aviation sector, statistics on incidents that pose a threat to aviation safety (from December 16, 2022 to December 15, 2023) have received 349 mandatory safety reports, 1 accident occurred, 104 incidents that pose a threat to safety (2 level B, 5 level C and 97 level D). Of which, the most serious accident occurred involving the BELL 505 helicopter on April 5, 2023 in the sea area bordering Gia Luan commune, Cat Hai district, Hai Phong city, killing 5 people (including 1 pilot and 4 passengers) and damaging 1 helicopter.

There are 33 provinces and centrally-run cities with a decrease in the number of deaths due to traffic accidents compared to the same period in 2022, of which 11 localities have a decrease of over 20% in the number of deaths: Thua Thien - Hue, Lai Chau, Kien Giang, Ha Tinh, Binh Duong, Binh Phuoc, Dong Nai, Hoa Binh, Da Nang, Ben Tre, Dien Bien, in which Thua Thien - Hue in particular has a decrease of over 30% in the number of deaths due to traffic accidents.

However, there are still 28 localities with the number of deaths due to traffic accidents increasing compared to the same period in 2022, of which 12 provinces increased by over 30%: Hung Yen, Lang Son, Kon Tum, Tra Vinh, Son La, Nam Dinh, Long An, Phu Tho, Hai Phong, Thanh Hoa, Vinh Phuc, Tay Ninh. Of which, there are 6 provinces with the number of deaths increasing by 80% or more: Long An, Phu Tho, Hai Phong, Thanh Hoa, Vinh Phuc and Tay Ninh.

Traffic congestion still occurred in 130 cases, an increase of 52 cases (+40%) compared to the same period in 2022. The reasons given were traffic accidents (accounting for 62.31%), landslides (accounting for 17.69%), floods (accounting for 6.15%), high traffic volume (accounting for 5.38%), vehicle incidents (accounting for 3 cases), road construction (accounting for 2.31%), unreasonable traffic organization (accounting for 0.77%); other reasons (accounting for 3.08%).

According to the assessment of the National Traffic Safety Committee, the situation of resisting law enforcement officers in ensuring traffic safety is complicated, tends to increase, with increasingly serious and reckless nature, showing disregard for discipline and the law, reducing the effectiveness and efficiency of ensuring traffic safety, causing damage to the lives, health and honor of officers and soldiers when performing their duties.

Nationwide, there were 79 cases of traffic violators resisting law enforcement officers, killing 1 police officer and injuring 44 officers; 79 subjects were arrested. Compared to the same period in 2022, there was an increase of 53 cases (+203.85%). Local police have handled 36 criminal cases, handled 02 administrative cases, and are currently investigating 41 cases.

The situation of illegal racing, weaving, swerving, causing public disorder, the situation of teenagers gathering to drive fast, weave, causing public disorder and illegal racing in some localities has become complicated, with many vehicles appearing and modified, potentially causing traffic safety risks.

The authorities detected 142 cases with 2,140 subjects driving in a zigzag manner, driving in groups at high speed, showing signs of illegal racing, disturbing public order, and temporarily detained 1,682 vehicles. Criminal proceedings were conducted in 35 cases with 210 subjects. Compared to the same period in 2022, there was an increase of 27 cases (+23.48%).
