To improve the effectiveness and efficiency of inspection activities, Nghe An Traffic Police force has made changes in accordance with requirements, functions and tasks, and in accordance with new regulations.

Check the terminal carefully to ensure the safety of each trip.

On December 26, implementing the plan to inspect peak traffic during the New Year, Lunar New Year and Spring Festival 2024, the Traffic Inspection Team of Region 1, under the Nghe An Department of Transport Inspectorate, deployed forces to inspect at bus stations in the area.

Traffic inspectors check compliance with legal regulations for passenger vehicles before departure.

Mr. Nguyen Cong Hau - Head of Traffic Police Team Area 1 said: This year, the inspection of passenger transport business activities during the Tet peak period will have some changes compared to previous years. The inspection force will increase inspections at bus stations and units instead of organizing traffic control checkpoints, directly inspecting and handling vehicles that violate traffic safety and order.

This adjustment helps to prevent traffic safety risks early, ensuring that each vehicle fully complies with legal regulations before leaving the station. At the same time, it is consistent with the provisions of the Inspection Law and the Traffic Safety and Order Law.

According to Giao thong Newspaper reporters, Bac Vinh bus station and the Eastern bus station are the two stations with the largest number of vehicles operating in Nghe An province. They serve over 300 vehicles with about more than 1,000 passengers per day.

Inspection and testing work is carried out regularly and continuously so that the transport companies and businesses always comply with the regulations.

Here, inspection teams will be on duty at the bus station, checking each vehicle and driver as they prepare to register and get into the vehicle. Drivers are required to present their driver's license, transport order, employee card and other documents as required.

For vehicles, the inspection force checks the vehicle's safety systems such as: seat belts for passengers, emergency hammers, fire extinguishers and especially checks the operating status of the journey monitoring device and dash cam. 100% of drivers are required to open the software to access data, ensure that the prescribed features are working properly and transmit data to the State management agency.

Through inspection, no violations were detected. Driver Nguyen Van Chien (driving sleeper bus with license plate 50H706.40, belonging to Futa Ha Son Company) said: The unit has just opened a new route from Vinh to Nuoc Ngam bus station (Hanoi) and vice versa with 10 new vehicles, so I was transferred from the Hanoi - Lao Cai route to support. In our company, we have very clear regulations and separate sanctions for the team of drivers and assistants. From uniforms, service attitude to compliance with regulations when traveling on the vehicle, all must be done correctly. The company also has a team specializing in monitoring through the dash cam system to ensure that vehicles always comply. Just wearing the wrong uniform or the driver talking on the phone while driving will immediately have his salary deducted.

Similarly, driver Vo Tuan Anh (Anh Kiet bus company, Vinh - Que Phong route) said: Whatever the State has regulated, we must comply. First is our safety, the safety of passengers. If we violate, when the inspector checks or meets the traffic police, we will be fined. And now is the peak season, they check every day, there is no reason for us to violate.

The functions and tasks of the inspectorate have been more clearly defined, so the inspection force has been adjusted, specialized inspection activities have been strengthened and the sense of responsibility of those performing public duties has been enhanced.

Enhance leadership responsibility, create efficiency in the new situation

It can be said that 2024 and 2025 are the years when the inspection activities of the traffic police force nationwide will have many changes. The Road Law and the Traffic Safety Law were passed by the National Assembly and will take effect from January 1, 2025, accordingly, the functions, tasks and powers of the traffic police force will be more clearly defined. The traffic police force will no longer have to undertake the task of ensuring traffic safety and order on the roads, but instead will have to deepen the specialized inspection work; inspect in groups, according to plans at units and enterprises of the industry. At the same time, it is assigned the additional task of inspecting and supervising the Driver Training and Testing field and the Motor Vehicle Inspection Centers located in the area.

According to the report of the Nghe An Department of Transport Inspectorate, in 2024, the Department Inspectorate conducted 4 inspections according to the plan of the Provincial People's Committee; established 44 inspection teams to supervise 810 organizations and individuals operating in the field of traffic and transportation.

Through inspections, 5 Motor Vehicle Inspection Centers were discovered and fined for violations in inspection work; the right to use the "Certificate of eligibility for motor vehicle inspection service business" was revoked for 2 months for Motor Vehicle Inspection Center 3706D; 6 automobile transport business units were fined for violating regulations on transport business and automobile transport support services. The inspection teams discovered and drew up records of administrative violations against 620 organizations and individuals, with a fine of more than 2 billion VND; the right to use licenses and practice certificates for 95 organizations and individuals was revoked, and enrollment for 1 driving training center was suspended.

In the work of handling complaints and denunciations, the Department Inspectorate was assigned to handle 34 cases, including: complaints: 6 cases; denunciations: 8 cases; reflections and recommendations: 20 cases. Based on the provisions of the Law on Citizen Reception, the Law on Denunciations, and the Law on Complaints, the Department Inspectorate advised the Department Director to handle the cases within the prescribed authority and time.

Mr. Nguyen Viet Hung - Chief Inspector of Nghe An Department of Transport said: "From the results achieved in 2024, the inspection force will continue to develop plans and organize inspection teams to successfully complete the assigned tasks in 2025. In particular, we will strengthen leadership and direction, enhance the responsibility of those performing public duties, and the responsibility of leaders in all assigned tasks.

In addition, we will carry out strong reforms in all departments, rectify public ethics, and prevent corruption in the entire force. 100% of inspectors and civil servants have signed a commitment to prevent corruption, negativity, and waste. At the same time, we will organize training and professional development for the entire public service force to meet the requirements of the tasks in the new situation."
