Lesson 2: Promoting the role of "locomotive" of model new rural communes in advanced new rural districts

Members of the People's Committee and Youth Union members participated in cleaning up the environmental landscape on Provincial Road 911, in the model new rural commune of Thanh Phu, Cau Ke district.

With the motto "New Rural Development has a starting point, not an ending point", the model new rural communes in the two advanced new rural districts of Cau Ke and Tieu Can play an important role in promoting sustainable development, especially in the fields of environment and smart production.

Comrade Pham Thanh Toan, Head of the Department of Agriculture and Environment of Cau Ke district said: with the results achieved by the advanced NTM district, in addition to the NTM criteria, localities, sectors and people have always focused on constantly improving and maintaining the achievements that have been achieved.

Along with that is the construction and recognition of model NTM communes in each field; these are the "locomotives" in applying, expanding and developing new criteria associated with local social development, aiming to bring about comprehensive changes in many fields serving life, production and operation of social institutions. Currently, in the advanced NTM district of Cau Ke, 03/10 communes have been recognized as model NTM communes, namely Thanh Phu, An Phu Tan and Chau Dien.

In 2023, Thanh Phu commune, Cau Ke district was recognized as completing the commune meeting advanced NTM standards; along with that, in 2023, Thanh Phu achieved the model NTM standards for production in the period 2021 - 2025 (Decision No. 163/QD-UBND, dated February 6, 2024 of the Chairman of the Provincial People's Committee).

In building a model new-style rural commune in production, the commune has focused on promoting the application of digital technology, contributing to promoting the rural economy. Through the implementation of 03 areas "Electronic government oriented towards digital government", "rural economy" and "digital society in new-style rural construction". The commune focuses strongly on digital transformation, with 02 agricultural cooperatives using digital platforms in management and operation, contributing to improving production efficiency and environmental protection. In particular, the model in Hamlet 2, agricultural production of farmers (growing oranges) is used by households using airplanes to spray pesticides and fertilize... contributing to reducing labor, bringing high economic efficiency. Applying over 80% of smart devices in updating and monitoring administrative procedures, performing commercial transactions (paying electricity, water bills...)...

Comrade Ngo Thi Bach Duyen, Chairman of Thanh Phu Commune People's Committee, said: The model of the new rural commune has had a great impact on the lives of the people as well as the role of local officials, through the application of digital technology in a number of areas serving public interests and monitoring and managing farmers' production such as epidemics, taking care of crops and livestock, etc.

Comrade Khuu Chi Cuong, Secretary of the Party Committee of Chau Dien Commune, Cau Ke District, was excited: the locality has just been recognized as a model new-style rural commune in terms of environmental landscape (in 2024); in addition to collecting household waste under contracts with waste collection units, the commune has also mobilized people and built a household waste treatment system according to the instructions of commune unions and hamlet People's Committees by sorting waste at source, sorting, digging landfills, composting organic fertilizers in the land of households, not burning waste outdoors causing environmental pollution, not allowing indiscriminate dumping and waste into rivers, lakes, canals, ditches, etc.

Thereby, Chau Dien commune currently has 3,267 households with waste treated by appropriate measures, about 4.3 tons/day. Building 08 models of "Family 5 yes, 3 clean" branches associated with the model of "household waste classification" with 170 households participating. The whole commune has 2,076 livestock households; thereby, 54 livestock households have installed biogas tanks, 2,018 households use composting methods to make fertilizer.

Recorded in Tieu Can advanced NTM district. Currently, the district has 02/09 communes meeting model NTM standards, namely Phu Can and Tan Hung; 07 communes meeting advanced NTM standards.

Typically, in the model NTM commune of Phu Can, in 2023, Phu Can was recognized as meeting the model NTM standards in education, completing 04/04 criteria set out in the period 2021 - 2025. To move towards the smart NTM model, Phu Can has applied high technology in production. Typically, in Cau Tre and Dai Truong hamlets, farmers have deployed growing melons in greenhouses with automatic drip irrigation systems, helping to save water, reduce fertilizer use and increase crop yields; rice production model in Cau Tre floating concrete canal, with 110 hectares, producing 03 crops/year applying the alternating drying irrigation model.

Comrade Huynh Van Phep, a civil servant of the Land and Construction Department of Phu Can Commune, Tieu Can District, said: Currently, in the area of ​​​​rice production in floating concrete canals, farmers are deployed to use equipment from moisture measuring poles placed in the fields and monitored via smartphones; currently, 100% of farmers in the area of ​​​​Cau Tre floating concrete canals are implementing rice production according to the model of alternating flooding and drying with an area of ​​​​110 hectares. At the same time, nearly 70% of the commune's rice production area (1,500 hectares) has been expanded to farmers applying the model of alternating flooding and drying. The effectiveness helps farmers save on pumping costs, helps rice bushes to increase by 10-15% and limits rice lodging. Economic development and smart production are implemented by the commune to restructure the agricultural sector, converting ineffective rice land to growing other crops, contributing to increasing the value of agricultural production.

According to comrade Tran Van Quan, Head of the Department of Agriculture and Environment of Tieu Can district: model new rural communes not only improve the quality of life for people but also play a pioneering role in applying smart production solutions and environmental protection, contributing to the sustainable development of Tra Vinh province.
