Thanh Hoa Provincial People's Committee has just issued a decision to announce an emergency situation regarding the damage to No Thon culvert at K26+711 on the left dike of Ma River, Vinh An Commune, Vinh Loc District, Thanh Hoa Province.
Due to the influence of the tropical convergence zone with an axis through the North and Central Central regions combined with the strengthening of cold air, from September 21 to September 23, 2024, Thanh Hoa province had moderate to heavy rain, some places had very heavy rain and thunderstorms. Rivers in the province experienced a flood.
Due to the impact of heavy rain and floods on the Ma River, the No Thon sluice at K26+711 on the left dike of the Ma River, Vinh An Commune, Vinh Loc District, had an incident of the downstream wall of the sluice (river side); the incident created a deep hole with a diameter of about 70cm and a depth of about 2m. When the Ma River water level rose, water from the location of the sluice leaked through and flowed back into the upstream sluice to the fields. This is the location of the project that has been damaged since previous years. In 2024, the People's Committee of Vinh Loc District has developed a key plan for flood and storm prevention at the district level.

Regarding the measures that need to be applied immediately to ensure the safety of people and property, the Chairman of the Provincial People's Committee assigned the People's Committee of Vinh Loc district to take warning measures, put up signs warning of construction incidents, divert traffic, and prohibit motor vehicles from running on the dike through the incident area. Closely monitor the development of construction incidents and promptly report when dangerous situations occur; at the same time, widely announce on mass media so that people know and proactively respond. Urgently deploy in practice the key protection plan for flood and storm prevention and control of construction works that have been built and approved, ensuring absolute safety for the left dike of the Ma River; especially being ready to organize the evacuation and relocation of affected households, agencies and offices when situations occur; implement appropriate reinforcement measures to limit the development of incidents to ensure the safety of the dike.
The Department of Agriculture and Rural Development closely coordinates with the People's Committee of Vinh Loc district in monitoring the incident's developments, guiding the organization to handle arising situations (if any) from the first hour according to the "4 on-site" motto, limiting further incidents. Regularly update and report to the Chairman of the Provincial People's Committee on the situation and progress of incident handling.
Thanh Hoa Radio and Television Station and Thanh Hoa Newspaper inform and warn about the above emergency situation so that people know and proactively prevent it.
Regarding remedial measures to ensure long-term safety, the Department of Finance shall preside over and coordinate with the Department of Planning and Investment and relevant units to advise and report to competent authorities for consideration and decision on funding support to handle the damage to No Thon culvert, ensuring long-term stability, in accordance with the provisions of law.
