Merging the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department

The conference announced the Decision of the Provincial Party Executive Committee on merging the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee into the Provincial Party Committee's Propaganda and Education Committee. At the same time, it announced the Decision of the Provincial Party Standing Committee on appointing leaders of the Provincial Party Committee's Propaganda and Education Committee and the Provincial Party Committee's Mass Mobilization Committee. Accordingly, Comrade Nong Thi Bich Hue, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Education Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee, was appointed to the position of Head of the Provincial Party Committee's Propaganda and Education Committee.

Next, the conference announced the Decision of the Provincial Party Standing Committee on the early retirement of comrade Ta Duc Tuyen, member of the Provincial Party Standing Committee, Secretary of the Tuyen Quang City Party Committee; announced the Decision of the Provincial Party Standing Committee on the assignment, transfer, and appointment of comrade Nguyen Hung Vuong, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee, to cease holding the position of Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee to work at the Tuyen Quang City Party Committee, participate in the Executive Committee, the Standing Committee, and be appointed to hold the position of Secretary of the Tuyen Quang City Party Committee.

Accordingly, comrade Ha Trung Kien, member of the Provincial Party Committee, Director of the Department of Finance, came to work at the Provincial Fatherland Front Committee, holding the position of Chairman of the Provincial Fatherland Front Committee.

Reorganize some specialized agencies under the Provincial People's Committee

Accordingly: establishing the Department of Finance on the basis of merging the Department of Finance of Tuyen Quang province and the Department of Planning and Investment of Tuyen Quang province; establishing the Department of Construction on the basis of merging the Department of Construction and the Department of Transport of the province; establishing the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; establishing the Department of Science and Technology on the basis of merging the Department of Science and Technology of the province and the Department of Information and Communications; establishing the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs; establishing the Department of Ethnic Minorities and Religion on the basis of the Ethnic Minorities Committee of Tuyen Quang province and taking over the state management function of religion and belief of the Department of Home Affairs; merging the Department of Foreign Affairs into the Office of the Provincial People's Committee.

On the basis of establishing and reorganizing a number of specialized agencies, the number of specialized agencies under the Provincial People's Committee includes 13 agencies.

Establishing 2 new party committees under the Provincial Party Committee

The conference also announced the Decisions of the Provincial Party Standing Committee on ending the activities of the Provincial People's Council Party Committee; the Provincial People's Committee Party Committee; the Provincial People's Procuracy Party Committee; the Provincial People's Court Party Committee; the Provincial Vietnam Fatherland Front Committee Party Committee; the Provincial Labor Federation Party Committee, the Provincial Farmers' Association Party Committee, the Provincial Women's Union Party Committee; and the Provincial Veterans' Association Party Committee. At the same time, the Decision of the Provincial Party Executive Committee on ending the activities of the Provincial Party Committee of Agencies and Enterprises and transferring the Party organization and Party members was announced.

The conference announced the Decisions of the Provincial Party Standing Committee on the assignment, transfer and appointment of comrade Nguyen Thanh Trung, Secretary of the Party Committee of the Provincial Agencies and Enterprises Bloc, to hold the position of Deputy Head of the Provincial Party Committee's Organization Board; announced the Decisions on early retirement for a number of leaders of the Provincial Party Committee's Party Committees and the Party Committee of the Provincial Agencies and Enterprises Bloc.

Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung presented the decision on cadre transfer and early retirement.

Speaking at the conference, Secretary of the Provincial Party Committee Ha Thi Nga emphasized: The conference has a particularly important meaning, marking the time when Party committees, Party organizations, authorities, the Fatherland Front, political and social organizations from the province to the grassroots level enter the stage of restructuring the organization and apparatus, in order to meet the development requirements of the country in the context that the whole country is entering the era of national development.

The Provincial Party Secretary affirmed that implementing the policy and direction on summarizing Resolution No. 18 " Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" of the Secretariat and the Politburo, despite the huge workload, in a very short time, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee and the entire political system in the whole province have completed the review, assessment, and rearrangement of the organizational apparatus, payroll, and personnel work, ensuring compliance with the Central's direction and in accordance with the actual situation of the locality.

He also particularly commended the leaders and cadres who, with the responsibility of Party members and for the common good, voluntarily applied for early retirement to create conditions for restructuring the apparatus.
