According to the official dispatch of the Ho Chi Minh City Police, through receiving feedback from the commune-level police, there are still many cases where parents and students residing in the area register their children to study at primary and secondary schools and contact the commune-level police to request a certificate of residence information (form CT07) as required by the commune-level People's Committee and the school when carrying out the procedure of registering their children to study at primary and secondary schools. This incident shows that the direction of Vice Chairman of the City People's Committee Vo Van Hoan in Official Dispatch No. 04/VP-KSTT dated January 2, 2025 of the City People's Committee Office on the exploitation and use of electronic identification account information on VNeID in receiving and simplifying the components of administrative procedure records in the city.
To strictly implement the direction of the City People's Committee, contributing to creating favorable conditions for the people, Ho Chi Minh City Police requested the Director of the City Department of Education and Training, Chairman of the Thu Duc City People's Committee and districts to promptly issue documents directing the Department of Education and Training, People's Committees at the commune level in the area to notify the strict implementation of Official Dispatch 04 of the City People's Committee Office on the exploitation and use of electronic identification account information on VNeID in receiving and simplifying the components of administrative procedure records in the city when carrying out procedures for receiving and registering students to study at primary and secondary schools.
In case the information about the residence of the student's father, mother, guardian, or head of household on the VNeID application is displayed incorrectly compared to the information provided by the citizen when registering their child to study at primary and secondary schools, the People's Committee of the commune or school board will make a list and send it to the police of the ward, commune, or town where the citizen resides to check and verify the correct information.
According to the Department of Education and Training, for the 2025-2026 school year, Ho Chi Minh City's primary school enrollment will be conducted online at https://tuyensinhdaucap.hcm.edu.vn, through the student's identification code and "actual residence" according to VNeID.
The Department of Education and Training requires that 100% of students of admission age at all levels (including general education subjects) have their information fully declared at https://csdl.hcm.edu.vn. Localities promptly complete the declaration and review of student information in accordance with the instructions of the Department of Education and Training. Information used in primary school admissions must be 100% extracted from the education sector database system.
Thu Duc City People's Committee and districts shall base on the actual school situation in the locality to build flexible enrollment areas, not following the administrative boundaries of wards, to create conditions for students to study near their current residence, and ensure that schools recruit enough students according to the education development plan.
