Quickly put drug rehabilitation facilities into operation

Since early March 2025, together with police forces nationwide, Ninh Thuan Provincial Police have deployed plans, forces, and means to quickly receive drug rehabilitation facilities so that drug rehabilitation can operate normally, without interruption, ensuring the regime and policies for officers, employees, and students undergoing drug rehabilitation here.

Accordingly, all activities at the rehabilitation facility are organized normally according to plan, from receiving and classifying new students to organizing health check-ups, withdrawal treatment; education, counseling, and rehabilitation of behavior and personality... Lieutenant Colonel Duong Ngo Lam, Deputy Head of the Drug Crime Investigation Police Department of the Provincial Police, said: We were assigned the task of receiving with a sense of urgency and ensuring that all activities take place normally. We have also proactively coordinated with leaders and employees at the facility from the stages of classification, withdrawal treatment, labor therapy... for students. The reception is closely coordinated by leaders and employees of the facility to ensure that the operation and activities of the facility take place normally.

Currently, the rehabilitation facility is managing 177 students, including 126 students under compulsory rehabilitation. To ensure that the rehabilitation work is carried out normally, right from the time the policy was issued, the Drug Crime Investigation Police Department advised the Provincial Police to organize a plan to coordinate the handover of records, equipment, personnel arrangement plans, etc. and immediately organize the implementation of the transferred functions and tasks. The reception process was carried out promptly, on schedule, safely, ensuring effectiveness and efficiency, meeting the contents, requirements and direction of the Ministry of Public Security on the orientation of arranging and streamlining the organizational apparatus.

Although this is a new task, when receiving it, there are still many confusions about the function and difficulties in facilities, but with the mindset of both implementing and learning and gaining experience, the reception of the task of state management of drug addiction treatment and post-treatment management has been carried out by the Provincial Police flexibly and effectively, creating money to improve the effectiveness of management and supervision of drug addicts, creating unity and synchronization in the fight, prevention, control and control of drugs in the coming time.

Urgently receive and implement 9 administrative procedures in the field of fire prevention and fighting

Implementing the policy of the Ministry of Public Security on not organizing the district-level police model, from March 1, 2025, the Fire Prevention, Fighting and Rescue Police Department under the Ninh Thuan Provincial Police will directly receive and handle administrative procedures (AP) for 9 APs in the field of fire prevention and fighting from the district-level police.

Lieutenant Colonel Pham Trong Thanh, Head of the Fire Prevention and Rescue Police Department, said: For administrative procedures and online public services currently being implemented at the provincial level (18 administrative procedures) and the commune level (1 administrative procedure), they will continue to be implemented in accordance with the provisions of law. For 9 administrative procedures and online public services in the field of fire prevention and rescue currently being implemented at the district-level police, from March 1, 2025, the unit will receive them through online public services and at the department receiving and returning administrative procedure results at Department PC07, address: 16/4 Street, My Hai Ward, Phan Rang - Thap Cham City, Ninh Thuan Province. Specifically, the list of administrative procedures includes: (1.012445) Issuance of certificates of training in fire prevention and rescue; (1.012446) Re-issuance of certificates of training in fire prevention and rescue; (1.009905) Issuance of certificates of training in fire prevention and rescue; (1.009909) Granting licenses to transport flammable and explosive goods of types 1, 2, 3, 4 and 9 by road motor vehicles and inland waterways (except industrial explosives); (1.009911) Granting licenses to transport flammable and explosive goods by railway (except industrial explosives); (1.009907) Re-granting certificates of fire prevention and fighting training; (1.009910) Re-granting licenses to transport flammable and explosive goods of types 1, 2, 3, 4 and 9 by road motor vehicles and inland waterways (except industrial explosives); (1.009908) Approving fire fighting plans of facilities; (1.009912) Restoring operations of facilities, motor vehicles, households and individuals.

Lieutenant Colonel Pham Trong Thanh, Head of PC07, also noted some new points in the dossier submission for administrative procedures in the field of fire prevention and fighting and search and rescue according to Decree No. 50/2024/ND-CP of the Government. Specifically: Procedures for granting certificates of training in rescue and search and rescue; for agencies, organizations and establishments, the request form will be replaced with form No. PC22, abolishing the list of resumes and health certificates certified by medical facilities at district level or higher of those registering to attend the training course; for individuals, the request form for training, testing and granting of training certificates No. 01 will be replaced, abolishing the resume and health certificates certified by medical facilities at district level or higher.

Procedures for granting certificates of fire prevention and fighting training; for training facilities, guidance on fire prevention and fighting, replace the request form with form PC21, abolish the list of resumes of trained people; for agencies, organizations, and facilities, replace the request form with form PC22, abolish the list of resumes of training registrants.

Procedures for approving the fire prevention plan of the facility have adjusted the quantity, submit "1 copy of the fire prevention plan of the facility signed and sealed (if any) by the person responsible for organizing the plan development" because when organizations and individuals submit online documents on the public service portal, they only need to download 1 electronic file in the document component.

Procedures for granting licenses to transport dangerous goods in terms of fire and explosion of types 1, 2, 3, 4 and 9 by road motor vehicles, on inland waterways (except industrial explosives), abolishing the component: License for business transportation by car, which must include the type of business transportation of goods (applicable to business units of transportation by car) or certificate of registration of enterprise, cooperative (applicable to business units of inland waterway transportation).

Procedures for re-issuing licenses for transporting dangerous goods in terms of fire and explosion of types 1, 2, 3, 4 and 9 by road motor vehicles, on inland waterways (except for industrial explosives), abolishing cases where licenses are revoked or revoked, and abolishing documents proving changes in information (in case of changes related to content) in cases of changes in license information, lost or damaged licenses.
