High risk of contamination
According to the reporter's records in the past few days, the Hon Ngang landfill with an area of 1.85 hectares is almost completely covered with garbage, piled up about 8 meters high. At the time we were there, some people were still picking up trash in the middle of the smoldering landfill. The burning trash creates columns of smoke rising into the air, spreading in all directions. Along with that, the foul-smelling leachate partly seeps into the ground, partly flows along the slope of the terrain to the concrete ditch, then flows through the sewer into the drainage ditch of Go San cemetery. Mr. Dang Van Tung, who lives near the Hon Ngang landfill area, said: “For the past month, whether the weather is sunny or after a rain, the Hon Ngang landfill has been smoldering, creating thick black smoke all day and night. Below the landfill is an agricultural area, growing fruit trees... so people are very worried because dirty water from the landfill still seeps deep into the ground every day, affecting the groundwater and the production process of the people, especially when it rains. We hope that the landfill will be relocated or the State will invest in a treatment system to protect the environment, avoiding affecting the lives and production of the people here.”

It is known that currently, the Dien Khanh District Public Service Management Board is the unit that manages, supervises and implements the signing of urban public service contracts with Dien Khanh Urban Environment Company Limited to carry out the collection and treatment of domestic waste at Hon Ngang landfill. Mr. Luong Pham Duy - Director of Dien Khanh Urban Environment Company Limited said that Hon Ngang landfill is the place where waste is concentrated for treatment of 12 communes and towns in Dien Khanh district, officially put into operation in 2013. According to the original design, this is an open-air landfill, the waste treatment process is by burning, pressing, and decomposing. Due to the pollution from the waste burning process, for about 3 years now, following the direction of superiors, the company has stopped burning waste. At the same time, the company has propagated and required 22 freelance workers at Hon Ngang landfill to sign a commitment not to arbitrarily burn waste for scrap; install a sign "No one is allowed to burn waste"; Regularly spray deodorizers, remove flies, spread lime and sprinkle water to extinguish smoldering fires. However, after stopping spraying water, when the hot weather continues, the landfill generates flammable substances and continues to smolder. Along with that, some garbage collectors still secretly burn to get scrap, leading to the current situation of the landfill still burning.
It takes time to process completely.
According to Mr. Duy, in the coming time, the company will continue to spray water to extinguish smoldering fires, spray chemicals to prevent odors; assign supervisors to prevent people from burning garbage for scrap. In the long term, the company recommends that the District Department of Agriculture and Environment, the District Public Service Management Board and other agencies, departments and branches consider arranging a sanitary landfill at a new location for the company to operate to ensure environmental hygiene, avoiding dust pollution in residential areas around the Hon Ngang landfill.
Mr. Nguyen Luu Truyen - Head of the Department of Agriculture and Environment of Dien Khanh district said that according to the Land Use Planning until 2030 of Dien Khanh district approved in Decision No. 533 dated February 21, 2022 of the Provincial People's Committee, the new landfill planning location is located in a land area of about 41 hectares in the area bordering Dien Lam commune and Dien Son commune, about 2km from Hon Ngang landfill. Therefore, while waiting for investment in a new waste treatment site according to the plan, the Domestic Waste Treatment Plant and the production of waste products in Cam Lam district come into operation, to ensure environmental sanitation and water resources in the Hon Ngang landfill area, the district has determined that it is necessary to have a plan to collect and transfer leachate to a unit capable of receiving and treating leachate.
Therefore, on December 2, 2024, the People's Council of Dien Khanh district issued Resolution No. 88 on the investment policy for the Hon Ngang landfill renovation project, the leachate collection infrastructure item. The investment objective of the project is to collect and gather leachate from the Hon Ngang landfill for treatment, avoiding environmental pollution and water sources in the area. The investment scale will build a new reinforced concrete tank with a volume of about 300m3 to collect leachate for treatment and repair and renovate the existing concrete ditch to collect leachate to the tank. The project is invested and built within the land area of the existing Hon Ngang landfill, with a total estimated investment of more than 1.2 billion VND from the Dien Khanh district budget; implementation period is 2024 - 2025.
Currently, while waiting for investment in a new waste treatment site, to minimize pollution from dust and smoke at Hon Ngang landfill, Dien Khanh District People's Committee has directed the operating unit to regularly spray water, deodorant, spread lime, and ensure safe height for dumping waste at Hon Ngang landfill.
