After the announcement of the People's Committee of Quang Tri province regarding the payment of replacement forest planting fees when changing the purpose of forest use to another purpose to implement the project, up to now, there are still 9 units and enterprises that have not paid the replacement forest planting fees to the Provincial Forest Protection and Development Fund, causing difficulties in advising on reforestation organization.

According to the report of the Provincial Forest Protection and Development Fund, the cumulative amount of money for reforestation received from the fund from 2012 to September 2024 is more than 114 billion VND, corresponding to the area to be planted of 1,869.5094 ha. From the beginning of 2024 to now, the total amount of money paid by units to the fund is more than 15.6 billion VND, corresponding to the converted area of 181.7973 ha. There are 9 units that have not paid the money for reforestation with the amount of more than 4.1 billion VND, corresponding to the area of 50.5725 ha. These units have been sent a notice reminding them to pay the money for reforestation for the third time but have not yet done so.
The total amount of money the fund has disbursed since its operation until September 2024 is more than 42.3 billion VND. The amount still to be disbursed according to the progress of planting and caring for forests in the following years is more than 22.5 billion VND.
To date, the province has arranged to reforest over 1,593 hectares, equivalent to an approved budget of over VND88.3 billion, including two projects that have received payment notices from the Provincial People's Committee but the project owners have not yet paid. The total area that has not been arranged for reforestation is over 295 hectares, equivalent to over VND27.6 billion. The units have paid this amount to the Forest Protection and Development Fund.
Faced with this situation, the Forest Protection and Development Fund has sent a document requesting the Department of Agriculture and Rural Development to submit to the Provincial People's Committee for handling units that have exceeded the deadline for paying for replacement forest planting according to regulations.
As for units that have paid for replacement forest planting but have not yet been allocated an area for implementation, the Forestry Sub-Department needs to promptly advise the Department of Agriculture and Rural Development to organize the implementation of replacement forest planting in accordance with regulations.
