According to the Ministry of Industry and Trade, in order to strengthen trade promotion activities associated with promoting the building of Vietnamese brands, contributing to the recovery and development of the country's economy under the direction of the Government in Resolution No. 01/NQ-CP dated January 5, 2024, the Ministry of Industry and Trade issued Decision No. 2245/QD-BCT dated August 21, 2024 on organizing the program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" from December 2, 2024 to December 31, 2024 nationwide. The program aims to stimulate consumption, diversify forms of purchasing, promotion, promote production and business activities... The program is organized in combination with both traditional and e-commerce.

The National Concentrated Promotion Program is one of the annual activities of the Ministry of Industry and Trade and has been organized for the past 4 years. The program has attracted the participation of many Departments of Industry and Trade of provinces and centrally run cities, associations, industries and related agencies, businesses and individuals. This year's program is expected to achieve breakthrough results compared to previous years, helping to increase retail sales of goods and service revenue, contributing to economic growth in 2024. For more information, according to Mr. Le Hoang Tai, Deputy Director of the Department of Trade Promotion, the "National Concentrated Promotion 2024" program is designed to create a "special season" so that all businesses of all sectors, fields and industries can proactively develop and implement promotional programs. In particular, the maximum value of goods and services used for promotion can be up to 100% depending on the choice of the business, instead of being limited to 50% (businesses do not need to go through any selection or review process of State agencies to participate in the program). "
With the effect of connecting supply and demand spreading strongly and widely across the country through traditional trade and e-commerce activities, localities, organizations and businesses will proactively coordinate to implement promotional activities combined with fairs, exhibitions, events... in the locality to not only promote domestic consumption but also contribute to attracting international tourists to Vietnam ", said Mr. Le Hoang Tai.

Photo: Do Nga According to the Deputy Director of the Trade Promotion Department, one of the highlights of this year's program is that businesses have had their administrative procedures for approval to participate in the program simplified. Specifically, in the spirit of administrative reform according to the Government's policy, from December 1, 2024, Decree No. 128/2024/ND-CP of the Government amending and supplementing a number of articles of Decree No. 81/2018/ND-CP detailing the Law on Commerce on Trade Promotion activities took effect, cutting and simplifying 6 administrative procedures on promotions, in which traders do not have to carry out administrative procedures with the Department of Industry and Trade when implementing discount promotions or giving gifts. According to Mr. Tai: "It is expected that hundreds of thousands of administrative procedures on promotions will be abolished and not have to be carried out annually, helping to reduce more than 90% of procedural compliance costs for traders and reduce 90% of the number of administrative procedures for promotions submitted annually". Assessing the effectiveness of the program, the leader of the Trade Promotion Department emphasized that after 4 consecutive years of implementing the program, from 2020 to present, the National Concentrated Promotion Program has shown many positive results, attracting the attention and strong response of the business community and consumers across the country. “ The 2023 national concentrated promotion program has attracted nearly 75,000 promotional programs implemented by businesses , contributing to bringing the total retail sales of goods and consumer service revenue in December 2023 to about 565.8 trillion VND, up 2.6% over the previous month of November 2023 and up 9.3% over the same period in 2022 ,” said the Deputy Director of the Trade Promotion Agency. Accordingly, these results have contributed significantly to the successful implementation of the tasks assigned by the Ministry of Industry and Trade by the Government in the Government's Resolutions on stimulating domestic consumption, stimulating consumption of Vietnamese goods, promoting production, circulation and consumption of goods. According to the Ministry of Industry and Trade, the "National Concentrated Promotion 2024" program is organized simultaneously nationwide by the Department of Trade Promotion as the focal point, in coordination with relevant units of the Ministry of Industry and Trade; Departments of Industry and Trade of provinces and centrally run cities; associations, industries; relevant enterprises and organizations to carry out activities to launch, guide and support enterprises in implementing promotional programs combining traditional and electronic, helping to create a spillover effect and attract the participation of production and business enterprises in all fields. In reality, through the implementation process over the years, most enterprises have responded by implementing many promotional activities with diverse and attractive content aimed at customers and consumers. In addition, to ensure consumer rights, the Ministry of Industry and Trade also requires participating businesses to conduct promotional activities legally, honestly, publicly, transparently and ensure the quality of goods and services according to current regulations. |
