The Hanoi People's Committee has just issued a decision regulating the functions, tasks, powers and organizational structure of the Department of Construction.
Specifically, in Decision No. 24 signed by Mr. Le Hong Son - Vice Chairman of Hanoi People's Committee, it is stated that: The Department of Construction is a specialized agency under Hanoi People's Committee, performing the function of advising and assisting the People's Committee in state management of construction investment activities; urban development; urban and rural technical infrastructure (including: clean water supply (except rural clean water);
Drainage and wastewater treatment (except on-site wastewater treatment; drainage for agricultural production, salt production); parks, urban trees; urban lighting; cemeteries (except martyrs' cemeteries) and crematoriums.

The Department of Construction manages road, railway, inland waterway transport, traffic safety (excluding the task of testing and granting driving licenses for road motor vehicles); manages urban traffic infrastructure; manages underground construction space; manages the shared use of urban technical infrastructure works and rural residential areas); housing; offices; real estate market; construction materials.
The organizational structure of the Department includes: Office; Inspectorate; Organization - Legal Department; Finance - Investment Department; Technical Management and Quality Inspection Department; Traffic Construction Management Department; Construction Management Department; Construction Licensing Department; Housing and Real Estate Market Management Department; Water Supply and Drainage Infrastructure Management Department; Underground Space, Greenery and Lighting Management Department;
Department of Economics and Construction Materials; Department of Urban Development; Department of Transport Management and Traffic Safety (including the Office of the City Traffic Safety Committee, performing the functions and tasks of assisting the City Traffic Safety Committee. After the Central Government completes the review and has a specific plan for the arrangement and reorganization of the National Traffic Safety Committee, the City will continue to reorganize to ensure compliance with regulations); Department of Transport Infrastructure Management; Department of Urban Railway Management; Department of Technology Development.
Public service units under the Hanoi Department of Construction include: Hanoi City Housing Management Center; Hanoi City Technical Infrastructure Management Center; Hanoi Institute of Science, Technology and Construction Economics; Hanoi City Traffic Management and Operation Center; Traffic Infrastructure Maintenance Board; Hanoi Motor Vehicle Inspection Center.
The headquarters of the Department of Construction is located at Van Ho Inter-Agency Area, No. 52, Le Dai Hanh Street, Le Dai Hanh Ward, Hai Ba Trung District, Hanoi City.
Previously, Chairman of Hanoi People's Committee Tran Sy Thanh signed a decision to appoint Mr. Nguyen Phi Thuong (born in 1971), Director of Transport (before the merger) to hold the position of Director of the Department of Construction (after the merger).
