What is a vehicle identification number plate?
According to the provisions of Circular 24/2023/TT-BCA, it can be understood that an identification license plate is a license plate issued and managed according to the vehicle owner's identification code. An identification license plate is a license plate with a symbol, license plate series, size of letters and numbers, and license plate color according to the provisions of Circular 24/2023/TT-BCA.
- For vehicle owners who are Vietnamese citizens, the license plate is managed according to the personal identification number.
- For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.
- For vehicle owners who are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.
Do I have to change my vehicle registration number when I move?
Clause 8, Article 3 of Circular 24/2023/TT-BCA stipulates that in case a vehicle owner changes his/her headquarters or residence from one province or centrally run city to another, he/she is allowed to retain that identification number plate (without having to change the vehicle number plate).
That means, in case an individual changes residence, he/she can still keep the issued identification plate number and does not have to go through the procedure of changing the vehicle license plate number.
Documents and procedures for first-time vehicle registration
The components of the dossier and procedures for first-time vehicle registration are implemented according to the instructions in Articles 8 and 12 of Circular 24/2023/TT-BCA, specifically as follows:
(1) First-time vehicle registration documents include:
- Vehicle registration declaration (specific instructions in Article 9 of Circular 24/2023/TT-BCA).
- Vehicle owner's documents (specific instructions in Article 10 of Circular 24/2023/TT-BCA).
- Vehicle documents (specific instructions in Article 11 of Circular 24/2023/TT-BCA.
(2) First-time vehicle registration procedures
- Organizations and individuals registering vehicles must comply with the provisions of Article 9 of Circular 24/2023/TT-BCA; bring the vehicle to the vehicle registration agency and submit the documents specified in Articles 10 and 11 of Circular 24/2023/TT-BCA.
- After the vehicle registration officer checks the vehicle's documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
+ Issue a new license plate for the case where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle;
+ Re-issue according to the identification number in case the identification number has been revoked.
In case the vehicle or vehicle documents do not comply with regulations, supplement and complete the documents according to the instructions of the vehicle registration officer on the document instruction form.
- Receive the appointment paper for the result, pay the vehicle registration fee and receive the license plate (in case the license plate is issued according to the provisions at Point a, Clause 2, Article 12, Circular 24/2023/TT-BCA); in case the vehicle owner needs to receive the vehicle registration result via the public postal service, he/she must register with the public postal service unit.
- Receive vehicle registration certificate and license plate (in case of license plate issuance according to regulations in Point b, Clause 2, Article 12, Circular 24/2023/TT-BCA) at the vehicle registration agency or from a public postal service unit.
