After more than 1 year of implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Executive Committee "On building and promoting cultural values, the human strength of Quang Ninh becomes an endogenous resource, a driving force for rapid and sustainable development", Binh Lieu district has achieved many positive results. Thereby, it has done a better job of preserving and promoting the unique traditional cultural values of local ethnic minority communities, contributing to socio-economic development and improving the quality of people's lives.
The District Party Executive Committee has specified the implementation of 4 viewpoints, 3 breakthroughs and groups of targets, solutions and tasks of Resolution 17-NQ/TU in Action Program No. 53-CTr/HU. Binh Lieu District is interested in directing Party committees at all levels and specialized agencies to implement the Resolution in conjunction with the roles and responsibilities of leaders. At the same time, promoting the active role of the Vietnam Fatherland Front and socio-political organizations in promoting propaganda, dissemination and mobilization to raise awareness of cadres, civil servants, public employees and people about the position and role of culture and people in comprehensive sustainable development as well as the responsibility to participate in preserving and promoting good traditional cultural values. Accordingly, all levels, sectors and units focus on disseminating and propagating the 8 characteristics of Quang Ninh people "Courage, Self-reliance, Discipline, Solidarity, Affection, Generosity, Creativity, Civilization" and at the same time guide the building and promotion of the image of Binh Lieu people with the characteristics of "Humanity, Simplicity, Rich in cultural identity".
Along with that, continue to effectively implement the movement "All people unite to build a cultural life" associated with promoting the study and following of Ho Chi Minh's ideology, morality and style; focus on building culture in each family environment, residential community, office, enterprise, school... Notably, Binh Lieu has built and implemented the Project "Promoting the role of the Vietnam Fatherland Front and socio-political organizations at all levels in propagating and mobilizing people to eliminate backward customs, practices, and practices in Binh Lieu district in the period of 2023-2025, with a vision to 2030" to contribute to building the culture and people of Binh Lieu with good moral values, personality and lifestyle.
The work of preserving and promoting the tangible and intangible cultural values of the Tay, Dao, and San Chi ethnic communities continues to be effectively implemented through the organization of traditional festivals such as: Luc Na Communal House Festival, Soong Co Festival, Gio Exclusion Festival, Culture - Tourism Week 2024... Thereby, both serving to improve the cultural and spiritual life of the people and promoting cultural values associated with tourism development. In particular, the district has successfully organized the ceremony to announce the folk performing art of Soong Co singing of the San Chi people as an intangible cultural heritage; Then Heritage Festival and the scientific workshop "Preserving and promoting Then performance heritage in the context of community tourism development", aiming to research the positioning of Then Tay Binh Lieu in the flow of Vietnamese culture, proposing solutions to protect, transmit, promote, promote, and develop Then Tay values of Binh Lieu district in the current context.
In 2024, Binh Lieu continues to mobilize and effectively use all resources for cultural and human development. Up to now, 100% of commune-level cultural and sports centers, village and neighborhood cultural houses have been equipped with facilities according to regulations. The district also attracts social investment in a sports complex with an area of 14,750m2, with a total investment of 8 billion VND. The mass sports movement has developed strongly with 37 volleyball, badminton, tennis, and health clubs... in communes and towns and maintains and preserves traditional sports (throwing con, spinning top, and pushing sticks) on festival occasions.
Along with that, the district allocates funds to carry out cultural preservation activities according to the annual budget, such as: Providing professional support and operating costs for folk art clubs; opening folk song teaching classes; organizing competitions, performances, festivals, cultural exchanges, traditional arts, sports and folk games. The district currently has 7 commune-level folk art clubs, 28 village-level and area-level clubs with 600 members regularly performing for local and national events and holidays during the year.
Following the province's direction in developing creative cultural industries and cultural services to become a strategic breakthrough to promote rapid and sustainable socio-economic development, the district has coordinated with Hanoi Tourism Investment Joint Stock Company to gradually research and deploy traditional performing arts based on the intangible cultural heritage of Then singing of the Tay people and Soong Co singing of the San Chi people. At the same time, encourage tourism service businesses and people to actively promote traditional culture and unique local cuisine from homestay models with indigenous styles and architecture.
With efforts and determination in implementing Resolution 17-NQ/TU, Binh Lieu has been taking solid steps in preserving, building and spreading the cultural values of Quang Ninh people in general and Binh Lieu in particular, serving sustainable socio-economic development.
