Prepare well for the year-end provincial People's Council meeting

The regular year-end session of the 18th Provincial People's Council is expected to take place in mid-December 2024. At this session, the Provincial People's Council will focus on discussing and deciding on many important issues on socio-economics, national defense and security, and contents related to people's lives.

At the session, the Provincial People's Council will focus on reviewing 11 reports, including the Report on the socio-economic situation, national defense and security in 2024 and the socio-economic development plan, ensuring national defense and security in 2025; Report of the Standing Committee of the Provincial People's Council on the results of supervising the issuance of Resolutions of the People's Councils at the district level in Thanh Hoa province from the beginning of the 2021-2026 term to present; Supervision reports of the Provincial People's Council Committees; Reports of agencies including: the Provincial People's Procuracy, the Provincial People's Court, the Provincial Civil Judgment Enforcement Department... Also at the session, delegates will review resolutions and 29 submissions of the Provincial People's Committee related to the issuance of mechanisms, policies, and management measures on finance, budget, public investment; government building, organization of the payroll apparatus... The session will also conduct a question-and-answer session on issues of interest to the Provincial People's Council delegates and voters.

To prepare the contents for the session, the Standing Committee of the Provincial People's Council organizes joint meetings with the People's Committee, the Vietnam Fatherland Front Committee of the province, the Provincial People's Council committees, the Office of the National Assembly Delegation and the Provincial People's Council and related sectors to unify the contents, programs and time of the session. At the same time, it issues a plan, assigns tasks to organize the session, directs the coordination in developing reports, projects, submissions and draft resolutions to ensure compliance with regulations. For important and complicated contents with many different opinions, the Standing Committee of the Provincial People's Council directs the Provincial People's Council committees to review and submit them to the Provincial People's Committee to prepare explanations, and at the same time asks for opinions from the leadership and direction of the Provincial Party Committee Standing Committee.

In addition, the Standing Committee and committees of the Provincial People's Council have organized thematic supervisions according to plans and regularly supervised and surveyed the implementation of the socio-economic development plan; the results of the implementation of the National Target Program on New Rural Development from 2021 to 2023 in Thanh Hoa province; the management, use and handover of agricultural and forestry land to localities for people's production; supervised the issuance of resolutions of the District People's Council from the beginning of the 2021-2026 term to present... Thereby, grasping information on the implementation of policies and laws, especially resolutions of the Provincial People's Council, as a basis for grasping information to help the Provincial People's Council delegates consider and decide on related issues presented at the session to ensure objectivity, practicality and effectiveness. The activities of meeting voters before the session were also closely directed by the Provincial People's Council. Accordingly, all meetings took place in a democratic and open atmosphere, with the Provincial People's Council delegates demonstrating their spirit, responsibility, and openness to receive voters' opinions and suggestions; and clarifying many contents. Through the opinions and suggestions of voters, the Provincial People's Council delegations have synthesized and classified content groups according to the authority of the Central, Provincial, District and by sector and field to report to the relevant levels for resolution and reflection at the upcoming Provincial People's Council meeting.

In addition, the review activities of the provincial People's Council committees are also carried out in accordance with the provisions of law, ensuring quality. In order to effectively carry out the review work, the provincial People's Council committees have proactively participated from the beginning with the document drafting unit to grasp the situation, request information and reports as required by the review work; at the same time, urge relevant agencies and units to prepare documents, send documents to the members of the committee for research in advance, as a basis for contributing opinions in the review meeting. During the review process, the committees of the provincial People's Council have had many critical opinions on the content of the reports, submissions, and draft resolutions, which were accepted and supplemented by the provincial People's Committee. In particular, the inspection reports of the committees were basically carefully prepared, of high quality, focusing on the contents that need attention, the legal bases were strictly guaranteed, highly critical and had specific, focused proposals and recommendations, in accordance with the provisions of the law, close to the reality of the locality, which was an important basis for the provincial People's Council delegates to discuss and decide on the contents presented at the session.

Before the session, the agenda and documents presented at the session are all converted into digital form and put into a shared data system for delegates to study in advance. Participating in the paperless session, each delegate is given a tablet with the "VNPT - eCabinet" application installed and has a separate account to access documents for the session. The application has full meeting documents, meeting agenda, list of delegates, announcements, and voters' opinions. The document sections are scientifically arranged for users to easily follow. In addition, the Office of the National Assembly Delegation and the Provincial People's Council has done a good job of preparing conditions to serve the session such as meeting halls, means of transport, accommodation for delegates, etc. Coordinate information and propaganda about the session to voters and all people.

With careful preparation, correct and accurate selection of issues to discuss, consider and decide, this will be the meeting that voters and people are waiting for. The success of the meeting will not only determine the successful implementation of the socio-economic development task, ensuring national defense and security of the province in 2025, but also create momentum for development in the following years.
