Assign commune level to manage schools from kindergarten to secondary school

The Ministry of Education and Training has just issued an official dispatch on ensuring the maintenance and improvement of the quality of operations of public educational institutions in administrative units when implementing the two-level local government model.

Accordingly, the Ministry of Education and Training (MOET) requires localities to maintain educational public service units and transfer to commune-level authorities the function of state management of education for secondary schools, primary schools and kindergartens.

This is carried out according to Conclusion No. 137-KL/TW dated March 28 of the Politburo and Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.

The Ministry proposed that the provincial People's Committee identify the state management contents of education that the district level is implementing to transfer to the Department of Education and Training or the commune-level People's Committee.

During the arrangement process, the implementation of administrative activities related to education must operate normally, smoothly, continuously without interruption, and without affecting the normal activities of society, people, and businesses.

State management of education must be assigned to specialized agencies to ensure the implementation of tasks related to deciding on job positions, financial norms for education, implementing staffing, and allocating budget for education in the province.

Teacher Mobilization: Avoiding Local Teacher Excess and Shortage

Regarding the arrangement, mobilization, and assignment of teaching staff when implementing the two-level local government organization model, the Ministry of Education and Training recommends that localities ensure strong decentralization but not loosen, omit, or interrupt professional management of education.

At the same time, unify the implementation of state management of education for the sector's expertise. The recruitment, arrangement, transfer, secondment, and development of the teaching staff by the provincial professional agency, the Department of Education and Training, must be implemented uniformly throughout the province.

Localities must pay attention to handling the situation of local teacher shortages.

Previously, on April 7, the Government issued Resolution No. 74/NQ-CP promulgating the Plan to implement the arrangement of administrative units and build a 2-level local government organization model.

The Government assigned the Ministry of Education and Training to issue guidelines to ensure the maintenance and improvement of the quality and efficiency of educational and training facilities in administrative units undergoing rearrangement and reorganization.

Currently, secondary schools, primary schools, and kindergartens are managed by the Department of Education and Training. Commune authorities only manage private independent nursery groups and kindergartens.
