Receiving Mr. Dai Hegen, Chairman of the Board of Directors of China Railway Construction Corporation and the Group's leaders, the National Assembly Chairman expressed his delight at leading a high-ranking Vietnamese delegation to pay an official visit to China; and informed that during the visit to Vietnam in 2023 by General Secretary and President of China Xi Jinping, the two sides issued a Joint Statement on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Vietnam-China Community of Shared Future of strategic significance with 6 "more", including the goal of developing economic cooperation.
Mr. Dai Hegen thanked the National Assembly Chairman for taking the time to meet him and shared that China Railway Construction Corporation, formerly known as the Railway Engineering Corps, is one of the strong comprehensive construction corporations, ranked 42nd in the Fortune Global 500, 3rd among the top 250 global contractors of ENR and 12th among the “Top 500 Chinese Enterprises” in 2021. In the 1960s, the Railway Engineering Corps participated in the construction of railways to help Vietnam.
Assessing that Vietnam is currently one of the Group's most important markets in Asia, with a number of infrastructure projects being implemented in Vietnam, Mr. Doi Hoa Can affirmed that with the Group's capacity and reputation, in the spirit of the Joint Statement on upgrading relations between the two countries established in 2023, Vietnam maintains a stable investment environment, economic development, the Group continues to be ready to contribute to the development of Vietnam's infrastructure, including surveying and designing railway construction.

The National Assembly Chairman thanked the Group for its tradition of support in helping Vietnam during the years of fighting for national liberation and unification. Appreciating the Group's scale, capacity and global scope of operations, the National Assembly Chairman said that the Joint Statement established in 2023 has opened a period of good cooperation for the two countries.
In particular, the two sides agreed to connect the standard gauge railway across the border; the standard gauge railway Lao Cai-Hanoi-Hai Phong; Dong Dang-Hanoi; Mong Cai-Ha Long-Hai Phong. This is an important infrastructure system to promote economic and trade cooperation between Vietnam and China; accordingly, the China Railway Construction Corporation will research, survey, provide consulting support, and make proposals to be able to participate in bidding for projects in this field.
Receiving Mr. Wang Dongzhu, Chairman of the Board of Directors of China Communications Construction Corporation, the Group's leaders assessed the scale, capacity, and ability of China Communications Construction Corporation globally in general, despite the fluctuations of the world situation.
Currently, China Communications Construction Group operates in multiple sectors, in the fields of investment, construction and operation of transport infrastructure projects (seaports, bridges, roads, airports, etc.), manufacturing heavy industrial equipment (port cranes, tunnel boring machines), real estate and urban development. In 2022, China Communications Construction Group ranked 60/500 largest enterprises in the world according to Fortune Magazine with total revenue of 130.6 billion USD.

The National Assembly Chairman said that Vietnam develops its infrastructure system based on the principle of promoting public-private partnership; at the same time, he shared that Vietnam strives to build the North-South expressway; connecting railways such as Lao Cai-Hanoi-Hai Phong; Hanoi-Ho Chi Minh City route...
Vietnam identifies infrastructure development as one of the pillars of development. For projects in the public investment sector, the Government will submit them to the National Assembly for consideration and approval.
Regarding railway projects connecting the two countries, the Chairman hopes that the Group will have proposals and technical support for design surveys. Vietnam welcomes and encourages prestigious enterprises representing Chinese technology to participate in bidding for road and railway projects in Vietnam; coordinate with the Ministry of Transport, the Ministry of Planning and Investment, and relevant ministries and localities.
The Vietnamese National Assembly completes the legal system, mechanisms, and policies, creates a favorable environment, and encourages economic sectors to participate in investing in developing transport infrastructure, including Chinese enterprises.

Appreciating the effective and sustainable business investment activities of the China National Energy Corporation globally in general and in Vietnam in particular, National Assembly Chairman Vuong Dinh Hue welcomed the initiative of the China National Energy Corporation in making cooperation proposals to support Vietnam in building policies and plans for the development of Vietnam's power grid, as well as the Group's plan to expand investment in new fields.
Earlier this year, the Prime Minister issued a Decision approving the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050; the goal of strongly shifting energy from fossil fuels to new energy sources, renewable energy to reduce environmental pollution...; The National Assembly Chairman requested the leaders of the China Energy Corporation to continue to discuss and coordinate with relevant ministries, branches and localities to have detailed implementation instructions.
Emphasizing that the National Assembly is actively developing and amending relevant policies to meet the requirements of practical development, the National Assembly Chairman acknowledged the proposals on strengthening cooperation of the China National Energy Corporation in renewable energy (wind power, solar power, pumped storage hydropower, etc.) as well as developing LNG and gas power; solutions for green development and low-carbon development in Vietnam; and requested the Corporation to make specific proposals for cooperation with Vietnamese enterprises. Currently, Vietnam is encouraging enterprises to participate in this field.

The National Assembly Chairman requested the leaders of the China Energy Corporation to continue to discuss and coordinate with the Ministry of Planning and Investment, the Ministry of Industry and Trade and relevant ministries, branches and localities to seek new investment opportunities and expand investment in energy and transport projects in Vietnam; at the same time, he affirmed that the Vietnamese Government and National Assembly always accompany, support and create all favorable conditions for capable and reputable Chinese enterprises in general and the China Energy Corporation in particular to implement effective, successful and sustainable investment and business projects in Vietnam.

National Assembly Chairman Vuong Dinh Hue expressed his impression when visiting the exhibition about the formation and development process of the Group and Huawei's revenue of nearly 100 billion USD, becoming one of the largest technology groups in the world, with many outstanding inventions and patents, pioneering in the fields of new technology and high technology.
The National Assembly Chairman assessed that, in more than 25 years of presence in Vietnam, Huawei has made positive contributions, contributing to promoting the digital transformation process in Vietnam and starting to participate in the process of training human resources for high-tech fields.
The National Assembly Chairman said that in the process of industrialization and modernization of the country, Vietnam focuses on strongly promoting the construction of a digital economy, digital citizens, and digital society. Regarding digital transformation, Vietnam is one of the countries with a fast digital transformation speed. To achieve this goal, in addition to strongly developing domestic high-tech and information technology enterprises, Vietnam attracts large corporations, including Huawei, to participate in contributing to the digital transformation process in Vietnam.
The National Assembly Chairman said that Vietnam aims to attract foreign investment with a focus, taking quality, efficiency, technology and environmental protection as the main evaluation criteria; prioritizing projects with advanced technology, new technology, high technology, and environmental friendliness. According to the National Assembly Chairman, Huawei can explore investment opportunities in Vietnam in industries, including research and development of high-tech products.
The National Assembly Chairman said that the National Assembly and the Government of Vietnam are increasingly improving the legal environment, creating the most open and favorable investment environment for domestic and foreign investors...
Huawei Chairman Liang Hua thanked National Assembly Chairman Wang Dinh Hue for sharing information about Vietnam's policies on socio-economic development and digital economy. Mr. Liang Hua said that digital transformation and green transformation are development trends. Vietnam has programs to strongly promote digital transformation. Huawei is ready to contribute more to cooperation areas with Vietnam such as building 5G networks and developing human resources in information technology.
