On the morning of September 24, under the chairmanship of comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to listen to and give opinions on the socio-economic development situation in the first 9 months, key tasks and solutions for the last 3 months of 2024 and some other important contents. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee and departments, branches, districts and cities.

Since the beginning of the year, in the context of many difficulties and adverse impacts of many objective factors, the province's economy has basically maintained stable development. In agricultural production, along with focusing on directing production according to plan, localities in the province have focused on promoting production and business, exporting rice sustainably, transparently and effectively in the new situation. The work of building advanced new rural areas has been directed and implemented in a practical and effective manner. Up to now, the whole province has 34 communes meeting advanced new rural standards and 1 commune meeting model new rural standards. The industrial production sector continues to grow with the production value of the industrial and construction sector estimated at more than 96,700 billion VND, an increase of 7.8% over the same period in 2023. Financial management, budget revenue and expenditure have been directed drastically and achieved many positive results. In the first 9 months of 2024, the total state budget revenue is estimated to be more than 20,000 billion VND, reaching 102.7% of the estimate, up 17% over the same period in 2024, of which domestic revenue is estimated to be nearly 7,500 billion VND, reaching 87.1% of the estimate, up 39.7% over the same period in 2024; total local budget expenditure is estimated to be nearly 12,500 billion VND, reaching 69.8% of the estimate, up 5.8% over the same period in 2023. The disbursement of public investment capital is directed drastically, by the end of September 2024, the estimated disbursement reached 77.6% of the capital plan assigned by the Prime Minister and 43.7% of the capital plan allocated by the province. Activities to promote and attract investment to the province are being promoted; The province successfully organized a conference to announce the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, and to start and break ground on projects, thereby creating a bustling atmosphere right from the beginning of the year while raising awareness of the vision, goals, and development orientation of the province in the coming period. By September 20, the province's investment capital attraction reached nearly 25,500 billion VND, of which foreign direct investment capital reached nearly 350 million USD. The cultural and social fields were comprehensively directed, substantially meeting the requirements and tasks of economic development and serving the spiritual life of the people well; the work of ensuring social security was directed, fully and promptly implemented. Discipline and administrative discipline in state agencies were strengthened; Some administrative reform indexes (PAR INDEX, SIPAS) in 2023 increased compared to 2022. The work of receiving citizens and handling complaints and denunciations of citizens is maintained in an orderly and effective manner. The work of selecting and calling citizens to join the army ensures that the quota is met, safe and in accordance with the law; political security and social order and safety are maintained stably.

Delegates listened to and commented on the report on the investment policy of the Thai Binh Provincial General Hospital project at the Provincial Medical Center, the investment policy of the project to build a road from Thai Binh City to Nghin Bridge in the form of public investment; reports on adjusting and supplementing the medium-term public investment plan from the provincial budget for the period 2021 - 2025; the failure to implement Resolution No. 56/NQ-HDND dated December 13, 2019 and Resolution No. 23/NQ-HDND dated May 26, 2020 of the Provincial People's Council; proposed to issue a resolution to abolish Resolution No. 01/2023/NQ-HDND dated March 15, 2023 of the Provincial People's Council stipulating the level of expenditure for organizing the implementation of compensation, support, resettlement and compulsory inventory and compulsory land acquisition when the State acquires land in Thai Binh province; Propose to issue a resolution regulating the percentage of land rental unit price, the percentage of collection for land for underground construction, and the percentage of collection for land with water surface in Thai Binh province.

In his concluding remarks, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts of all levels, sectors and localities in implementing the set goals and tasks; emphasizing some outstanding results in socio-economic development in the first 9 months of 2024, he also frankly pointed out some shortcomings and limitations that need to be overcome such as: economic growth rate has not met the set requirements; progress of implementation of key projects and works is still slow; disbursement of public investment capital compared to the capital plan allocated by the province, capital for national target programs and ODA capital is low; digital transformation and administrative reform in some agencies and units are still slow to innovate, there are still signs of causing trouble and harassment to people and businesses; the political security situation, social order and safety still have some potential complicated incidents.
With the goal of striving for a growth rate of over 8% in the province's gross regional domestic product (GRDP) in 2024, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested departments, branches, localities and units in the last months of the year to thoroughly grasp and seriously implement the directions of the Government, the Prime Minister and the province on tasks and solutions for socio-economic development in 2024 and tasks at each time; proactively review the targets, goals and tasks set for 2024 as well as the 2020 - 2025 term, on that basis, have appropriate implementation solutions; focus on effectively protecting the productivity of summer-autumn rice, while widely launching the winter crop production movement to restore the value of agricultural production damaged by the impact of storm No. 3; review industries and sectors with room to promote higher growth in industrial production; focus on grasping and removing difficulties for businesses; Resolutely implement solutions to complete the set budget revenue target, striving to achieve over VND 5,500 billion in tax and fee revenue; focus on site clearance to speed up project implementation progress; identify difficulties and obstacles in the process of implementing socio-economic development tasks, thereby promptly finding solutions; speed up the implementation progress and promulgation of new legal documents and regulations; continue to effectively carry out administrative reform, improve the investment and business environment; effectively and comprehensively implement cultural and social fields; maintain political security, social order and safety, promptly handle complicated cases in localities; seriously and timely implement requirements, ensuring the quality of preparations for party congresses at all levels, towards the 14th National Congress of the Party.
Regarding the reports and submissions at the meeting, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee basically agreed; at the same time, he requested the relevant departments and branches to absorb the opinions of the delegates attending the meeting, on that basis, complete and submit to the competent authority to ensure proper procedures and regulations.
