The draft Law on Employment (amended) has 8 chapters and 61 articles; stipulating policies to support job creation; labor registration; labor market information system; vocational skills development; employment services; unemployment insurance and state management of employment.
Contributing opinions at the meeting, delegates agreed that this is an important law not only related to the employment situation of domestic workers but also related to the region and the world. The State needs to have policies to support job creation and job conversion in the context of population aging, digital transformation, streamlining the apparatus, and merging administrative boundaries. The promulgated law must be stable, comprehensive, and comprehensive in addressing issues that may arise in the present and the future...
Deputy Director of Kien Giang Employment Service Center Nguyen Van Hai spoke about the draft Law on Employment (amended).
Deputy Director of Kien Giang Employment Service Center Nguyen Van Hai proposed to add content to Clause 3, Article 23: "The central employment management agency shall preside over, coordinate the construction, management, operation and decentralization of authority to localities to exploit the labor market information system".
Because if localities are not decentralized to exploit the labor market information system, they cannot carry out management, research, policy making, labor market analysis and forecasting, and support agencies, organizations, businesses, and individuals participating in the labor market in the area.
Comrade Nguyen Van Hai also proposed to add Clause 1, Article 31: "Employment services include job consulting and introduction; providing and connecting workers at the request of employers; collecting, analyzing, storing and providing information on the labor market", because in reality, the labor market requires analysis and storage activities to ensure the authenticity of information, then providing it to help people and the business community access and benefit.
Some opinions at the meeting also suggested that the draft law should clearly stipulate information about jobs for job consultation and referral to workers, which must basically ensure the information of organizations and individuals (name, address, tax code, contact method) that need to recruit workers, job position, workplace, salary, required qualifications for each job position, etc.
