Ninh Thuan strives to quickly deploy nuclear power plant

The Ninh Thuan Nuclear Power Plant Project is not only a national key project, but also an important milestone in the socio -economic development of Ninh Thuan province.

Proposal to speed up the progress of component projects

The People's Committee of Ninh Thuan province has just issued Document No. 1320/UBND-KTTH proposing the assignment of investors to implement the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects. Accordingly, the document requests the Government to assign the "Competent Authority" to organize the implementation of the resettlement and site clearance component projects of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants.

In the immediate future, the Ninh Thuan Provincial People's Committee shall base on the project of Migration and Resettlement of nuclear power plant projects in Ninh Thuan approved by the Prime Minister in Decision No. 794/QD-TTg dated June 8, 2015 to carry out the work of land acquisition, compensation, and site clearance in parallel with updating and adjusting the Migration and Resettlement project, in order to promptly hand over the site to the Investor for construction in 2025.".

According to the People's Committee of Ninh Thuan province, the Law on Public Investment 2024 stipulates that competent authorities when approving investment policies for important national projects, group A, group B, group C projects have the right to decide whether or not to separate the content of compensation, support, resettlement, and site clearance into independent component projects.

Therefore, in case the project is permitted by the National Assembly to separate the content of compensation, support, resettlement, and site clearance into independent component projects, if the Provincial People's Committee is assigned as the investor, the Prime Minister will be the competent authority to approve the project and adjust the project according to the provisions of the 2024 Law on Public Investment. At the same time, the order of project preparation, appraisal, approval, and adjustment will follow the provisions of this law.

Thus, the Prime Minister will have to establish a State Appraisal Council to appraise the project, so the procedure will be lengthy and time-consuming. At the same time, during the implementation process, if there are any adjustments, it is necessary to request the policy and establish procedures for appraisal and approval of adjustments as when approving the project.

Ninh Thuan Provincial People's Committee believes that this will not ensure the progress of completing compensation and site clearance work this year according to the Prime Minister's direction to assign ministries, central and local branches to carry out tasks to continue investing in the construction of the Ninh Thuan nuclear power project at the first meeting in Notice No. 39 dated February 12 of the Government Office.

Meanwhile, if the Provincial People's Committee is assigned as the competent authority, the implementation will be convenient and proactive in implementing the resettlement and site clearance component project of the Ninh Thuan nuclear power plant project during the process of implementing and adjusting the planning; establishing, appraising and approving the project; designing construction drawings, selecting contractors, organizing the construction of component projects serving the resettlement areas of the nuclear power plant,... with the requirement of "ensuring not to exceed the total investment approved by the competent authority".

In addition, to ensure the progress of site clearance and resettlement for both nuclear power plants, the People's Committee of Ninh Thuan province has proposed the Prime Minister to approve the simultaneous implementation of site clearance and resettlement in parallel with the adjustment of the Provincial Planning for the period 2021 - 2030, with a vision to 2050 and the Provincial Land Use Planning for the period 2021 - 2025.

According to the People's Committee of Ninh Thuan province, Resolution 189 of the National Assembly clearly states, "Ninh Thuan province is allowed to simultaneously implement compensation, support, and resettlement work in parallel with adjusting the investment project for the project's resettlement and resettlement".

Currently, the Provincial People's Committee has approved the Tasks and estimates for adjusting the provincial planning; the Plan for selecting contractors to adjust the provincial planning and the Plan for implementing the provincial planning with the expectation of completing procedures before June 30, 2025 and submitting them to the Prime Minister according to regulations.

Therefore, if we wait for approval of the adjustment to the Ninh Thuan Provincial Planning and other related planning, it will be difficult to ensure the progress of completing the site handover this year as directed by the Prime Minister.

The People's Committee of Ninh Thuan province has set a target of 100% site clearance by 2025. Accordingly, the government and people of Ninh Hai district are making every effort to speed up the project implementation progress, especially site clearance and resettlement.

According to the People's Committee of Ninh Hai district, the total area for implementing the component projects of Ninh Thuan 2 Nuclear Power Plant is about 831.7 hectares, of which the land acquisition area is 454.9 hectares, with the number of households with acquired land being 844 households.

The total number of resettled households is expected to be 553. The total compensation and resettlement support for the projects is about 4,747 billion VND.

On February 25, 2025, Ninh Hai District People's Committee issued a notice to reclaim land with an area of ​​45 hectares, including reclaiming 22.6 hectares of land from 190 households and 2 organizations.

Up to now, the locality has completed the inventory of 118 households/17.6 hectares and is continuing to inventory 62 households/5 hectares.

Thereby, promptly implementing procedures for land acquisition and compensation to build infrastructure for resettlement areas, ensuring full social facilities, electricity, roads, schools, stations, commercial business areas, etc.

Regarding the construction area of ​​Ninh Thuan 2 Nuclear Power Plant, on February 27 and 28, 2025, the People's Committee of Ninh Hai district issued a notice of land recovery with an area of ​​405 hectares; including 235 hectares of land belonging to 450 households and 169 hectares of 3 organizations.

Currently, the District People's Committee is issuing land recovery notices to households, and will then continue to carry out inventory work to ensure that the project is on schedule.

To stabilize the production life of people in the project area, Ninh Hai district also implemented resettlement areas, arranged production land for people with the recovered area of ​​public land managed by the commune with a total area of ​​2.1 hectares and recovered 1,940m2 of land from a household to build a booster pumping station belonging to the domestic water supply system serving the Ninh Thuan 2 Nuclear Power Plant project.

Through the recent survey at the construction site of Ninh Thuan 2 Nuclear Power Plant, Mr. Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Thuan Provincial People's Committee, said that the Ninh Hai District People's Committee needs to proactively coordinate and promptly organize an inventory and comprehensively verify data related to land, housing, construction works, architectural works, people's activities, economy, crops, livestock... of the people at the construction sites of Ninh Thuan Nuclear Power Plant and resettlement areas. The work will be completed in March 2025.

Urgently build 2 resettlement areas

To ensure people's lives after land acquisition, on March 24, 2025, the Ninh Thuan Land Fund Development and Investment Project Management Board said it had basically completed the draft plan for site clearance and resettlement for the two Ninh Thuan nuclear power plants.

Accordingly, the resettlement area of ​​nuclear power plant 1 is built in Tu Thien village, Phuoc Dinh commune, Thuan Nam district, with a total area of ​​64.84 hectares (an increase of 21.17 hectares compared to the approved area), the total number of residential plots is 605. The resettlement area of ​​nuclear power plant 2 is located in Thai An village, Vinh Hai commune, Ninh Hai district, with a total area of ​​45.49 hectares (an increase of 1.84 hectares compared to the approved area), the total number of residential plots is 629. The resettlement areas are oriented to be built close to the sea to serve tourism and trade development and ensure the criteria of urban tourism.

The Ninh Thuan Provincial People's Committee has reported and requested the Ministry of Finance to allocate about VND12,000 billion for implementation. It is expected that after completing the procedures, the resettlement area will be completed from July 29 to December 26. Currently, this unit has also estimated the source of earth filling materials for the two resettlement areas at about more than 1.5 million m3. Of which, natural aggregate soil is about more than 540,000 m3 and earth filling is more than 1 million m3.

The Ninh Thuan nuclear power plant project consists of two plants with a total capacity of about 4,600 MW. Nuclear power plant 1 has a capacity of about 2,400 MW, and nuclear power plant 2 has a capacity of about 2,200 MW.
