Handling multiple violations

The nature of e-commerce is to quickly provide a variety of services and goods to consumers. However, the rapid development of e-commerce in recent times has caused many problems.

According to the Quang Nam Market Management Department, many subjects in the province have taken advantage of e-commerce to buy and sell smuggled goods, counterfeit goods, banned goods, and goods of unknown origin.

With the use of high technology and techniques, e-commerce business is increasingly sophisticated and difficult to control. Illegal goods traded in the Quang Nam market have a negative impact on the interests of consumers and legitimate businesses.

Recently, Market Management Team No. 4 (Thang Binh) inspected Phan Thi Tuyet's business household located at Group 2 (Quy Thanh 1 Village, Binh Quy Commune). Ms. Tuyet used her personal Facebook account to sell smuggled cosmetics. The authorities fined Ms. Tuyet 3 million VND and forced her to destroy evidence worth more than 4.2 million VND.

Next, Market Management Team No. 4 coordinated with the Investigation Police Team of Thang Binh District Police and Binh Lanh Commune Police to inspect the business household Si Tuyen located in Nam Binh Son village (Binh Lanh commune).

The authorities have fined a business household over VND22 million for two acts of trading in counterfeit goods and trading in goods of unknown origin, namely clothing and footwear. The forces have also confiscated goods worth VND16 million and destroyed goods worth nearly VND10.7 million.

Since the beginning of the year, the Quang Nam Market Management Department has inspected 12 e-commerce establishments and businesses, penalizing 11 violations with a total fine of nearly 144 million VND.

The main violations include trading in smuggled goods (4 cases); trading in goods of unknown origin (2 cases); violating the notification of e-commerce websites to state management agencies (4 cases); using the notified logo to attach to e-commerce websites without approval from state agencies (1 case).

Currently, many establishments and businesses in the province use Facebook, Zalo... to sell goods online but are unclear about warehouses and goods collection points. According to the Quang Nam Market Management Department, tracking down addresses and verifying suspicious subjects when selling goods in e-commerce is not simple. Due to many regulations, the feasibility of inspection will not be high when many establishments use their own houses as business premises.

Enhance seller identification

According to the Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh - Head of the Steering Committee against smuggling, trade fraud, and counterfeit goods in Quang Nam, e-commerce is an extremely large, cross-border space.

To effectively combat counterfeit goods in e-commerce, functional sectors in the province including industry and trade, market management forces, police, customs, tax, border guards, etc. need to accelerate the application of information technology. This is a solution to identify sellers and buyers, trace the origin of goods, and combat counterfeit goods in e-commerce.

Applying modern technology will help functional sectors resolve online complaints and disputes in e-commerce between people and businesses. Technology will identify brands in the online environment, ensuring transparent e-commerce transactions.

According to Mr. Luong Viet Tinh - Director of the Quang Nam Market Management Department, it is necessary to invest in facilities, equipment, and training to improve the capacity of the team tasked with fighting against counterfeit goods in e-commerce.

In the coming time, functional sectors will coordinate more closely in inspecting, examining and controlling activities that take advantage of e-commerce to trade in counterfeit goods and goods of unknown origin.

Regarding the task of advising the Provincial People's Committee on the plan to organize the implementation of anti-counterfeiting and consumer protection in e-commerce until 2025, Mr. Luong Viet Tinh said that there are 2 key, continuous tasks.

That is to strictly manage the area, review and put into the management database, closely monitor organizations and individuals doing e-commerce business and coordinate with media agencies to do a good job of propaganda and dissemination of policies and laws on anti-counterfeiting in e-commerce.

In the coming time, consumers will be supported and equipped with skills to buy quality products with clear origins online; denounce those who take advantage of e-commerce to deceive consumers, thereby protecting their legitimate rights as well as the community.
