The Government proposed transferring the Vietnam National University, Hanoi and the Vietnam National University, Ho Chi Minh City to the Ministry of Education and Training for management. At the same time, assign the two national universities to propose plans for rearrangement, restructuring and drastic reduction of internal organization.

In the document on the Plan for the orientation of restructuring and streamlining the Government apparatus signed by Deputy Prime Minister Nguyen Hoa Binh on December 6, there is a content related to the restructuring of 2 national universities.

According to the orientation of the Government's organizational restructuring plan, the document clearly states the orientation for Government agencies and other agencies. In particular, arranging 2 academies of science and 2 national universities, ensuring efficiency and promoting research and training tasks.

Specifically, for the two academies, option 1 is to merge the Academy of Social Sciences with the Academy of Science and Technology into the Vietnam Academy of Science. Option 2 is to maintain the two academies but to reorganize and streamline the organization and staffing, ensuring improved quality and efficiency of operations, meeting the requirements of the Vietnam Science and Technology Development Strategy.

For the two national universities (Hanoi National University and Ho Chi Minh City National University), it is proposed to transfer them to the Ministry of Education and Training for management.

On January 27, 1995, the Prime Minister signed Decree 16/CP to establish Ho Chi Minh City National University. To date, this university is one of the largest educational institutions in Vietnam with 36 units, including 8 member universities, 1 member scientific research institute, 1 branch in Ben Tre province and 25 affiliated units which are science and technology organizations, libraries, training and service organizations. This university trains 93,939 undergraduate students, 7,122 graduate students, 995 doctoral students, and a team of scholars with 34 professors, 312 associate professors and 1,197 doctors.

Hanoi National University was established on the basis of organizing and rearranging 3 major universities in Hanoi: Hanoi University of Science, Hanoi Pedagogical University I and Hanoi University of Foreign Languages ​​- according to Decree No. 97/CP dated December 10, 1993 of the Government. This university operates according to the Regulations on organization and operation issued by the Prime Minister under Decision No. 477/QD-TTg dated September 5, 1994. Up to now, this university includes 37 units, including: Hanoi National University Agency and 36 member units, affiliated units, including: 9 member universities; 2 affiliated schools, 2 affiliated faculties and 2 general subject training centers; 5 member scientific research institutes, 1 affiliated scientific research institute, 15 affiliated service and support units. Within the member universities of Hanoi National University, there are 4 high schools and 1 middle school. By November 2023, Hanoi National University will have 4,900 staff (civil servants and employees), 2,720 scientific staff, and nearly 1,400 guest lecturers.

Regarding the responsibility for performing specific tasks stated in the document of the Government's Orientation Plan for reorganizing and streamlining the organizational apparatus, the two national universities are assigned to propose plans to reorganize, restructure and drastically reduce the internal organization to perform the functions and tasks of the national universities (after transferring to the Ministry of Education and Training for management).
