Proactively deploy policy credit when arranging commune-level administrative units

Vice Chairman of the Provincial People's Committee Tran Van Quan requested the provincial branch of the Vietnam Bank for Social Policies to closely follow the roadmap for arranging commune-level administrative units to ensure the best service for the people.

The meeting was held on the afternoon of April 17 at the People's Committee of Hai Duong province.

At the meeting, comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Vietnam Bank for Social Policies, Hai Duong branch, requested the bank to closely follow the roadmap for arranging commune-level administrative units, followed by the roadmap for arranging and merging provincial-level administrative units in the coming time.

From there, coordinate with local authorities at the commune level and relevant units in consulting on new operating model plans, ensuring the best operation and credit policy services for people in post-merger communes from July 1.

Focus on reviewing and resolving all remaining related work (if any) before merging commune-level administrative units.

Regarding credit work, Vice Chairman of the Provincial People's Committee Tran Van Quan requested the provincial branch of the Vietnam Bank for Social Policies to focus on reviewing and identifying loan recipients and disbursing preferential credit programs according to the assigned growth plan.

Continue to effectively mobilize deposits, including deposits from organizations and individuals in the market. By the end of the first quarter of 2025, the total capital source for policy credit in the province reached more than VND 5,579 billion, an increase of 1.1% compared to the end of 2024. Of which, the capital received from the Central Government was more than VND 3,821 billion, an increase of 0.7%; capital mobilized at market interest rates was nearly VND 1,118 billion, an increase of 0.5%; capital entrusted for investment in the locality was nearly VND 640 billion, an increase of more than VND 26 billion, completing 17.5% of the annual local entrusted capital growth plan.

The total outstanding policy credit balance of the whole province reached more than 5,563 billion VND, an increase of 1% compared to the end of 2024. Of the 12 policy credit programs being implemented, the outstanding balance of the job creation support program is the highest, with nearly 1,660 billion VND, 22,827 customers with outstanding debt. Ranked second is the rural clean water and environmental sanitation loan program, nearly 1,498 billion VND, 59,251 borrowers with outstanding debt. The outstanding balance of the loan program for newly escaped poverty households ranked third, with more than 1,379 billion VND, 25,224 borrowers with outstanding debt.

Policy credit quality is guaranteed, 12/12 units under the Social Policy Bank, Hai Duong branch are all ranked as good in credit quality.

In the first quarter of 2025, the provincial branch of the Vietnam Bank for Social Policies spent 118 million VND to give Tet gifts to poor households and policy beneficiaries, and supported more than 109 million VND for the movement to join hands to eliminate temporary and dilapidated houses in the province.
