Details of the recruitment plan for 5 deputy directors of departments in Ho Chi Minh City

TPO - Accordingly, Ho Chi Minh City will recruit 5 Deputy Directors in the following departments: Labor - Invalids and Social Affairs, Culture and Sports, Science and Technology, Finance, Food Safety. The implementation period is from August to December 15, 2024.

On August 27, the Ho Chi Minh City People's Committee issued a plan to pilot the recruitment exam for leadership and management positions at the department level and equivalent in 2024.

Accordingly, Ho Chi Minh City will recruit 5 Deputy Directors in the following departments: Labor - Invalids and Social Affairs, Culture and Sports, Science and Technology, Finance, Food Safety. The implementation period is from August to December 15, 2024.

Candidates for the recruitment exam are cadres, civil servants, and public employees (collectively referred to as cadres) who meet the conditions, standards, and are in the planning of the position for which they need to apply, and are working at the agency or unit that needs to be appointed.

Officials, civil servants and public employees in the local planning source for the position requiring the exam and equivalent or higher, who meet the conditions and standards for appointment must register for the exam.

In case of not registering to participate in the recruitment, the competent authority will remove them from the planning list every year when reviewing the planning list. Only consider cases that are not healthy enough to participate in the recruitment; are being sent to study, train, or develop abroad; female cadres, civil servants, and public employees are on maternity leave.

For personnel from other places, the city also allows recruitment for cadres, civil servants, and public employees working in agencies and units under Ho Chi Minh City who meet the conditions, standards, and are in the planning of positions equivalent to or higher than the selected position.

The City People's Committee also noted that cadres, civil servants and public employees who are holding leadership or management positions are allowed to take the exam for leadership or management positions no more than two levels higher than their current position.

In addition, for cadres, civil servants and public employees who are not in the planning of the selected position but are planned for a position equivalent to the selected position (not working at an agency or unit that needs to be appointed to the selected position), they will be nominated by the Chairman of the Ho Chi Minh City People's Committee and approved in writing by the Standing Committee of the City Party Committee.

Candidates will go through two rounds of exams. Round 1 will be a written test on general knowledge including the Party's guidelines and policies, the State's policies and laws; knowledge of professional expertise; and the duties, responsibilities, and powers of the position.

In round 2, candidates will present a project including: assessing the current situation, forecasting development trends and proposing plans and solutions for the development of agencies and units; action plans to implement the candidates' plans and solutions; presentation skills, communication, behavior, handling management situations, and leadership style.

The successful candidate is the one with the highest score in round 2 among those who scored over 50 points (if there is a tie, then in order of priority).

The Ho Chi Minh City People's Committee also provided specific guidelines on the principles of organizing the recruitment exam. Accordingly, each recruitment position must have at least 2 or more people participating in the recruitment exam. If only 1 person meets the criteria and conditions for the exam or no one meets the criteria and conditions, the leaders and the Party Committee of the competent authority will nominate more candidates or decide not to appoint this position until more people participate in the exam.

In case the list of qualified candidates and criteria for participating in the exam has been decided but on the exam day there is only 1 candidate, the Examination Council will still organize the exam according to the approved plan.

Successful candidates will be appointed according to regulations immediately after the Examination Council reports the examination results and is approved by the competent Party Committee.

The examination council for recruitment of leadership and management positions at the department level and equivalent in Ho Chi Minh City is chaired by Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee.

The Head of the Organization Board of the Ho Chi Minh City Party Committee and the Vice Chairman of the Ho Chi Minh City People's Committee in charge of the unit with the title of the recruitment exam, shall act as Vice Chairman of the Council.
