PV: Could you please tell us about the implementation status of Project 6 under the National Target Program 1719 from 2021 to present?

Mr. Hoang Duc Binh:   With the characteristic of a locality with a large proportion of ethnic minorities, accounting for 84%, including the Nung ethnic group accounting for 48.9%, the Tay ethnic group accounting for 34% and other ethnic minorities accounting for 1.1%. Many cultural values ​​of ethnic minorities, especially folk songs, are fading away and at risk of being lost; cultural institutions at the grassroots level still have many limitations... Therefore, Chi Lang district determined that the implementation of Project 6, National Target Program 1719 is of great significance, contributing to the restoration, preservation and promotion of cultural values, perfecting the infrastructure system and cultural institutions with the goal of improving the spiritual life of the people and orienting culture to become the driving force for tourism development in the locality.

Implementing Project 6, National Target Program 1719, Chi Lang district has supported investment in the construction of 3 village cultural houses in communes of Region III according to a special mechanism: Trung Tam village cultural house, Van An commune with a total amount of 471,851 million VND; Ban Du village cultural house, Van Thuy commune with a total amount of 322 million VND; Coc Lung village cultural house, Bang Huu commune with a total amount of 450 million VND.

Support equipment for 5 village cultural houses in Bang Huu commune and Chien Thang commune with a total amount of 207.7 million VND; support funding to buy equipment for 9 village cultural houses of 4 communes in region III, in 2024 with a total amount of 259 million VND; support equipment and sound for 10 traditional art troupes of 3 communes: Bac Thuy (3 teams), Lien Son (3 teams), Van An (4 teams).

From 2021-2024, Chi Lang district organized 6 classes to teach folk songs of ethnic minorities in the district: 1 class to teach luan singing in Bang Mac commune (with 25 participants); 1 class to sing sli in Chien Thang commune (with 30 participants); 2 classes to teach folk songs in Van Thuy and Chien Thang communes (singing sli), with a total of 105 students (mainly students aged 10-15); 1 class to teach folk songs and dances for the folk cultural and artistic activities club of Bang Huu villages and communes, with a total of 50 students, of which 20 students were junior high school students; 1 class to teach folk cultural forms of the Tay and Nung ethnic groups in Nhan Ly villages and communes for 40 students.

Mr. Hoang Duc Binh: With the high determination of the entire political system, especially the cultural sector, it can be seen that after 4 years of implementing Project 6, the National Target Program 1719 has achieved positive results, contributing to the restoration, preservation and promotion of traditional cultural values ​​associated with tourism development in the area.

The infrastructure and equipment of the Village Cultural House have been invested in and built to meet the cultural needs of the people. The Village Cultural Houses have been effective in their exploitation and use, creating favorable conditions for people to participate in creativity, enjoy culture, improve the spiritual and cultural life of the people in the area, contributing to the implementation and improvement of the quality of criterion No. 6 "Cultural infrastructure" in the construction of the New Rural Area; criterion No. 16 "Culture" in the implementation of the construction of the Advanced New Rural Area.

The training and development of human resources for culture has been carried out, thereby contributing to the preservation and promotion of cultural heritage values ​​in the district, creating a premise for the formation of mass art clubs and teams at the grassroots level; at the same time, promoting the dissemination and teaching of traditional folk songs of the nation in life, creating a spread in the community. Thereby, contributing to the promotion of typical intangible cultural heritages of the district, serving the development of local tourism and services.

PV: During the implementation of Project 6 , did Chi Lang district encounter any difficulties, sir ?

Mr. Hoang Duc Binh : The allocated capital of Project 6 is still limited, not meeting the actual needs of beneficiaries in the current period. In the district, there are still many cultural houses and village sports grounds that lack equipment for activities, not meeting the current new rural criteria, especially in extremely disadvantaged villages.

The implementation guidance document is still general and not specific, so there are still problems in the implementation of Project 6. The process of disbursing funds for the construction of village cultural houses still encounters some difficulties when implementing. Commune-level professional staff do not have enough capacity to make estimates and designs, leading to problems in the process of preparing documents for implementation.

State support funding for the construction and upgrading of village cultural houses is still low. Specifically, currently, the capital for the construction and repair of village cultural houses is being implemented according to Resolution No. 18/2020/NQ-HDND of the People's Council of Lang Son province on Regulations on policies to support the construction of standard village cultural houses and communal sports grounds in Lang Son province in the period of 2021 - 2025; the support level for the construction of new village cultural houses in communes of region III is 130 million/village cultural house (of which 120 are newly built, 10 million is for equipment purchase); communes of region I support new construction of 90 million (80 million for new construction, 10 million for equipment purchase). The support level for upgrading and repairing in communes of region III is 90 million/village cultural house (80 million for repair, 10 million for equipment purchase); In communes of region I, repair 60 million, (repair 50 million, equipment purchase 10 million).

People's lives are still difficult, so mobilizing socialized funding to build public works in general and village cultural houses in particular has not been really effective.

Therefore, Chi Lang district hopes that the competent authority will prioritize capital support for Chi Lang district to implement the contents of Project 6 in the areas of communes and villages with special difficulties, especially communes striving to meet new rural standards, focusing on the contents of supporting the purchase of equipment for village cultural houses.

Provide more specific guidance on equipment support for traditional art clubs and teams to improve the operational efficiency of art clubs and teams at cultural institutions, serving the lives of local people.
