The investment items of the project “Upgrading and renovating Tam Ky stadium and housing for athletes” have gradually become apparent. The stairs, railings of the main hall and the exit to stand A have been completed.

The contractor has poured concrete for stands C and D, cleaned stand B, renovated the toilets, and repainted the walls of the stands. The drainage ditches around the field, the surface drainage system, the automatic irrigation system, and the athletics track have been completed.

Mr. Nguyen Minh Phuong - Head of Project Management Department 1, Provincial Construction Investment Project Management Board (investor) said that among the main items such as building a new national team dormitory, upgrading the grass field and automatic irrigation system, renovating the athletics track, repairing and upgrading the lighting system, repairing stands A, B, C, D..., the contractor has basically completed the athletics track and stands A (put into service for the Phu Dong Sports Festival on June 12, 2024).

The construction of stands B, C, D has reached 70% of the construction contract volume. The remaining items such as turf renovation and related items are under construction.

According to the project investor, the construction progress is slower than the contractor's commitment (TATT Design and Construction Consulting Co., Ltd.), especially the completion of related items of the stadium to put into service for the new season of the national football championship (V-League 2024-2025).

Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board said that the investor has organized many meetings, the most recent being the construction handover meeting on July 16, 2024 to urge the contractor to carry out the construction.

The contractor commits to focus human and material resources to complete the construction of the stadium (grass field, stands, lighting, etc.), and will promptly hand it over to serve the V-League football season before September 10, 2024.

The project to upgrade and renovate Tam Ky Stadium and housing for athletes has a total investment of 40 billion VND, implemented from 2021 - 2025. TATT Design and Construction Consulting Co., Ltd. won the bid with a price of 31.1 billion VND (fixed price contract).

The project will be completed in 14 months. The contractor received the site handover on March 13, 2024, and started construction on March 26, 2024.

The volume of implementation to date is about 10/31.1 billion VND, reaching 32% of the contract value. The total capital plan for 2024 of this project is nearly 18.2 billion VND. It is expected that by the end of 2024, more than 10.5 billion VND (about 57.8%) will be disbursed.

Quang Nam football team will play at home.

According to the contract, from the date of receiving the site handover and starting construction, this project will not be completed until the end of May 2025.

The stadium lighting system is being cleaned, repaired and upgraded.

Housing items (dormitory area) of the team, fence of stand D or other items such as cleaning, painting all damaged and peeling walls, beams, roofs or replacing all windows, doors with tempered glass aluminum doors, protective flower frames, renovating toilets... will have enough time to do.

The disbursement rate of the project by the end of this year may not reach 100%, but it is not as important as completing the grass field and lighting system in time for the Quang Nam football team to compete at home in the 2024-2025 V-League season.

Mr. Nguyen Thanh Hong - Director of the Department of Culture, Sports and Tourism said that last year, the V-League Organizing Committee did not arrange for the Quang Nam team to play at Tam Ky Stadium, eliminating their home stadium due to the old lighting system and insufficient brightness, forcing them to borrow Hoa Xuan Stadium (Da Nang) as their home stadium.

However, this year will be different. Da Nang may not lend its stadium to Quang Nam anymore. The reason is that Da Nang has a project approved for repair.

Da Nang is also waiting for Quang Nam to complete the stadium so they can borrow Tam Ky stadium to play a few matches. If Da Nang repairs quickly, it will be difficult to have two teams playing on the same stadium, which cannot be continued continuously, so it will be very difficult.

Essential items will be completed for Quang Nam football team, which was chosen by the organizers to use Tam Ky stadium as its home ground.

The investor announced that Tam Ky Stadium would be handed over before September 10, 2024 to serve the 2024-2025 V-League season, but Mr. Hong said that was impossible.

According to Mr. Hong, the 2024-2025 season will start on September 14, 2024. However, one month before (around August 15, 2024), the organizing committee will inspect the field to decide whether or not to allow the Quang Nam team to choose Tam Ky field as their home field.

The organizing committee will check, mainly the lighting system and the grass field. Therefore, the investor and contractor should prioritize speeding up the construction progress to complete these two items before August 15, 2024 to show the organizing committee that the progress is stable to decide Tam Ky stadium as the home field for the Quang Nam football team.

At the meeting on July 22, 2024, Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh requested the investor to develop a detailed plan, specifying the project implementation timeline to complete in order of priority.

The investor continues to monitor and urge the contractor to implement the remaining items of the project to ensure quality and progress. Priority is given to the implementation of the stadium lighting system and the grass field, to be completed before August 15, 2024, to be eligible to organize the V-League 2024 - 2025. "We must be determined to complete the construction in time to make Tam Ky stadium the home stadium for the new season" - Mr. Binh said.

During the inspection on August 3, 2024, Chairman of the Provincial People's Committee Le Van Dung requested the investor to urge the contractor to focus on human resources, materials, work overtime day and night, speed up the completion of the grass field, automatic irrigation system, lighting system in August 2024 and the remaining items of the field before September 15, 2024.

Mr. Huynh Xuan Son - Director of the Provincial Construction Investment Project Management Board said the contractor is making every effort to level the ground, plant grass, repair, upgrade, clean, and maintain the entire stadium lighting system in time for the scheduled time.

Mr. Dinh Sy Tri - Director of TATT Design and Construction Consulting Co., Ltd. (the contractor) said that everything is still progressing well, ahead of schedule in the contract. Currently, the contractor is constructing the grass field and lighting system, committed to completing it in time for Quang Nam football team to choose Tam Ky stadium as their home stadium in the 2024 - 2025 national football championship season.
