Conference Overview

Attending the Conference were comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee; representatives of a number of Central Party Committees; comrades members of the Steering Committee for the implementation of rearrangement and reorganization of administrative units at all levels and organization of local governments at 2 levels of Thai Nguyen province.

Speaking at the opening of the Conference, Comrade Secretary of the Provincial Party Committee Trinh Viet Hung emphasized: Immediately after the 11th Conference, the Central Party Committee closed, the Central Committee issued many documents to organize the implementation of the Conference's Resolution; these are very new contents, requiring rapid, synchronous and drastic implementation. Comrade Secretary of the Provincial Party Committee requested the members of the Provincial Party Committee and delegates attending the Conference to focus their intelligence, promote a high sense of responsibility, actively participate in discussions, contribute practical and specific opinions to the content of the draft projects and draft Working Regulations of the Provincial Party Committee for the 20th term, 2020 - 2025 to complete and implement the procedures according to regulations; Comrade requested the advisory agencies to maximally absorb the comments and suggestions, to supplement and complete the content, and submit to competent authorities according to the procedures and regulations.

The conference thoroughly grasped and deployed the content of the new document of the Central Committee; discussed and gave opinions on 03 important contents including: Report and solicit opinions on amending and supplementing the Working Regulations of the Provincial Party Executive Committee, term XX, 2020 - 2025; Report and solicit opinions on the draft Project on rearranging commune-level administrative units of Thai Nguyen province; Report and solicit opinions on the draft Project on merging administrative units of Bac Kan province and Thai Nguyen province, named Thai Nguyen province.

The Provincial Party Secretary directed and emphasized: The arrangement must ensure that the commune-level government is streamlined, effective, efficient, close to the people, and promptly serves the practical interests of the people.

In his concluding remarks at the Conference, the Provincial Party Secretary requested Party committees at all levels, Party organizations, agencies, units, and localities to study, thoroughly grasp, and effectively implement the contents of the Resolution of the 11th Conference of the 13th Party Central Committee on the arrangement and merger of administrative units according to the 2-level local model. The Provincial Party Secretary requested: Each member of the Standing Committee and member of the Provincial Party Committee must directly monitor and urge the assigned areas; each comrade must be an active reporter and propagandist, directly grasp the situation at the grassroots level, clearly explain the policies, orientations, and long-term benefits of the arrangement of administrative units.

The Provincial Party Secretary assigned the Provincial Party Committee to lead the Provincial People's Committee to urgently complete the plan to rearrange administrative units, ensuring progress and criteria according to regulations; at the same time, carefully calculate historical, cultural, topographical, name, and location factors, ensuring that the commune-level government is streamlined, effective, efficient, close to the people, and promptly serves the practical interests of the people. All tasks must have a clear roadmap, specific timelines, and key responsible persons, associated with inspection, supervision, and timely removal of difficulties during the implementation process. Assign the Provincial Party Committee's Propaganda and Mass Mobilization Commission to direct relevant agencies to step up propaganda work, raise awareness, unity within the Party, and consensus among the people regarding the implementation of the province's merger and rearrangement of commune-level administrative units.

The Provincial Party Secretary requested the City and District Party Committees to focus on leadership and direction in the process of implementing the arrangement of administrative units to ensure no interruption in handling records, no legal gaps so that the administrative units after the arrangement can operate continuously, smoothly, and promptly serve the people and businesses; ensure economical and effective management and use of assets, finance, and headquarters; establish working groups to collect public opinions from April 18 to April 20 and implement other contents on schedule, ensuring quality and efficiency.
