Many banks have issued notices of temporary suspension of transactions and card blocking for accounts and corporate cards with expired identification documents and uncompleted biometric verification. This is in accordance with Circulars 17/2024/TT-NHNN and 18/2024/TT-NHNN of the State Bank on bank card activities (debit cards, credit cards...) effective from January 1, 2025.
Specifically, the people who must update their information are individual customers using identification documents such as identity cards (ID cards), citizen identification cards (CCCD), and passports that have expired. According to the provisions of the 2023 Identification Law (Law No. 26/2023/QH15), old ID cards (9 digits and 12 digits) will only be valid for transactions until December 31, 2024.
Therefore, if customers do not update their new, valid identification documents with complete information to the banking system, they will not be able to perform any transactions, from withdrawals, transfers to online payments.
In addition, failure to perform biometric authentication such as fingerprint or facial recognition will also cause the account to be suspended from transactions from the beginning of 2025. This is a measure to verify the identity of the account owner, the person performing the transaction, thereby preventing fraudulent behavior and image forgery.
Many individual customers, especially workers in export processing zones and industrial parks, only open accounts and ATM cards to receive monthly salaries, have valid and valid identification documents, and cannot perform biometric updates themselves through banking applications. They also have to go directly to the bank's transaction counter.
Because workers cannot take time off, many banks are open on Saturdays and Sundays, but with too many customers and overloaded services, many customers are frustrated and worried that they will not be able to withdraw their salary from their accounts in two weeks. Many retired officials also share this concern.
