However, the proposal, selection and assignment of scientific and technological tasks to organizations and individuals still have many shortcomings. There are still many scientific and technological topics, projects and proposals that, after evaluation and acceptance, are not applied in practice. If they are applied, the effectiveness is not high.
I would like to request the Director of the Department of Science and Technology to inform us of the current situation, causes and solutions to improve the effectiveness and practicality of scientific and technological topics, projects and proposals using State budget funds in the province in the period 2020-2023.

The time for each answer shall not exceed 15 minutes.
The meeting chair will invite 2-3 delegates to ask questions at each session, which must be short, focused, straight to the point, and consistent with the content of the question. The time for asking questions should not exceed 1 minute/1 time/1 delegate.
In addition to the answers of the person being questioned, the chairperson will ask the heads of departments, branches, and chairmen of the People's Committees of districts, towns, and cities to participate in clarifying some related contents, then invite the Vice Chairman of the Provincial People's Committee in charge of the field to give comments, the time limit is no more than 5 minutes/person.
