This is the 6th time the Provincial People's Council has conducted direct questioning at the session.

The selection of the content of the question and the person being questioned are issues that are of interest to many voters and delegates related to the people's lives and the socio-economic development of the province. After careful analysis and evaluation, the Provincial People's Council chose to question: Question the Director of the Department of Finance on the issue that in recent years, the management, use and effective promotion of surplus public assets have had many limitations, especially in the handling of public assets such as surplus real estate after merging villages, communes, public service units, medical equipment, vocational education equipment. Request the Director of the Department of Finance to inform about the current situation, causes, responsibilities and solutions to overcome in the coming time.

Questioning the Director of the Department of Science and Technology on the issue that in recent years, scientific and technological research activities have been deployed in many different fields and professions. Thereby, many scientific and technological topics, projects and proposals have been applied, bringing positive results and promoting a good role in socio-economic development.

However, the proposal, selection and assignment of scientific and technological tasks to organizations and individuals still have many shortcomings. There are still many scientific and technological topics, projects and proposals that, after evaluation and acceptance, are not applied in practice. If they are applied, the effectiveness is not high.

I would like to request the Director of the Department of Science and Technology to inform us of the current situation, causes and solutions to improve the effectiveness and practicality of scientific and technological topics, projects and proposals using State budget funds in the province in the period 2020-2023.

In order for the question-and-answer session to be conducted on time, effectively and with high quality, the meeting chairman requested the questioner and the person answering the question to follow a number of principles: The person answering the question has 7 minutes to report the content of the question-and-answer session, then the Provincial People's Council delegates will ask questions and the person being questioned will answer the delegates' questions. The answer must go straight to the heart of the issue raised by the delegate, clarifying the current situation, causes, responsibilities, roadmap for overcoming, shortcomings and limitations. The time for each answer shall not exceed 15 minutes.

The meeting chair will invite 2-3 delegates to ask questions at each session, which must be short, focused, straight to the point, and consistent with the content of the question. The time for asking questions should not exceed 1 minute/1 time/1 delegate.

In addition to the answers of the person being questioned, the chairperson will ask the heads of departments, branches, and chairmen of the People's Committees of districts, towns, and cities to participate in clarifying some related contents, then invite the Vice Chairman of the Provincial People's Committee in charge of the field to give comments, the time limit is no more than 5 minutes/person. If the questioner and the person being questioned exceed the above time limit or are not on the main point of the issue, the chairperson will remind them to ensure the requirements and time of the questioning session.

The question and answer session will be broadcast live on Thanh Hoa Radio and Television for people to follow and monitor. In addition, there will be a hotline at 02373.68.68.68 for people to express their opinions to the person being questioned. After the question and answer session ends, the Provincial People's Council will issue a general resolution on questions and answers.

Urgently issue specific guidance documents on regulations and procedures for proposing and implementing the arrangement and handling of public assets in the province, especially surplus houses and land after mergers; regulations on auctions for houses and land that are cultural houses in villages, hamlets, and residential groups, where the land for cultural houses and construction money come from the budget combined with people's contributions, or entirely from socialized sources; regulations on the use of money collected from auctions, and propose a mechanism to support residential areas after organizing property auctions.

Focus on directing the acceleration of the rearrangement and handling of surplus public assets after the merger in the province; approve specific handling plans for each asset; direct the successful implementation of a number of cases of "Selling assets on land, transferring land use rights" to serve as examples, gain experience, and replicate them in districts, towns, and cities.

Direct localities and units to continue to review and update all public assets in the national public asset database for monitoring and management; review and rearrange existing machinery, equipment and other public assets under their management. Arrange appropriate funding sources to invest in repairing and renovating some surplus public assets after they have been rearranged according to regulations but must change their functions and purposes.

The Department of Finance shall preside over and coordinate with the Department of Natural Resources and Environment and the Department of Construction to advise the Provincial People's Committee on the development of regulations, procedures and order for handling public assets after the merger. Provide timely and complete guidance on the regulations on rearrangement and handling of public assets for districts, towns and cities to implement; promptly remove obstacles when organizing implementation, and report to superiors if beyond authority.

The Department of Health directs its affiliated units to urgently complete the dossier requesting the establishment of public ownership of sponsored equipment; review surplus machinery, equipment and assets; determine usage needs to propose a handling plan in the direction of transferring from surplus to shortage areas and other forms according to regulations.

The Department of Labor, War Invalids and Social Affairs coordinates with the People's Committees of districts, towns and cities to direct vocational training institutions to review surplus machinery, equipment and assets; determine usage needs, and propose solutions according to regulations.

For the People's Committees of districts, towns and cities, pay attention to leading and directing the rearrangement and handling of public assets after the merger of agencies and administrative units in the district, town and city. Develop an implementation plan after the Chairman of the Provincial People's Committee has given his opinion on adjusting and supplementing the overall plan for rearranging and handling of houses and land managed by districts, towns and cities. During the time when surplus houses and land have not been handled, it is necessary to arrange human resources to look after, protect and preserve assets, avoid encroachment, loss, degradation, damage, causing waste of State assets...

Strengthen inspection, examination and supervision of the management and implementation of scientific and technological tasks; organize post-inspection of scientific and technological tasks after acceptance and application.

Promote administrative procedure reform, digital transformation; raise awareness and responsibility in the fight against and prevention of corruption and negativity in the field of science and technology.
