Identifying the medical human resource as the most important factor for professional development, meeting the task of taking care of people's health, Quang Ninh province has focused on implementing many solutions to build a mechanism to attract quality subjects for health care at all levels. Regarding the development of high-quality human resources, by March 5, 2025, the total number of human resources in the health system of Quang Ninh province is 8,739 people; of which medical and pharmaceutical professionals are 7,164 people (accounting for 82%); other human resources are 1,551 people (accounting for 17.7%). The number of doctors in the whole industry is 2,080 (accounting for 23.8% of the total medical workforce).
Implementing the project to improve preventive medicine and grassroots health approved by the Provincial People's Committee in 2024, the Department of Health has sent 23 competent staff from the Department Office and the province's final-level hospitals (Provincial General Hospital, Bai Chay Hospital, Obstetrics and Pediatrics Hospital, etc.) to work at the grassroots level. At the same time, rotating doctors from district-level hospitals/medical centers to commune-level health centers for a limited period of time to immediately supplement doctors for the grassroots health level and deploy professional activities according to job positions. Currently, 23 rotations of doctors have been added from health centers to communes that are lacking doctors (148 doctors/171 stations) to ensure that each health center has a doctor working.
At the meeting, representatives of departments, branches and hospitals in the province focused on discussing and contributing ideas to analyze the current medical situation in the province; analyze strengths and weaknesses and identify human resource solutions, especially effectively implementing the attraction of doctors and developing high-quality medical human resources to meet the requirements of specialized medical examination and treatment in the period of 2025 - 2030.
Speaking at the meeting, Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee, requested the Department of Health to develop a comprehensive, objective and scientific human resource development project for the period 2026-2030 as a basis for implementation. In particular, special attention should be paid to human resource plans, meeting the demand and supply of comprehensive medical staff in implementing provincial health development; striving to increase the allocation rate of specialist II and specialist I doctors; adding more medical staff in the medical field that the province needs and attracting the missing staff such as: hematology, blood transfusion, organ transplantation, cardiology, digestion... At the same time, building a draft Resolution on developing high-quality medical human resources on the basis of issued Resolutions, to supplement subjects, human resources, medical staff with sufficient qualifications and capacity... striving to complete in July 2025.
Determining that the team of doctors and technicians must have high quality qualifications, the province will issue a policy to increase human resources for communes with enough doctors and good professional expertise right after the reorganization of the merger, in which special attention will be paid to ensuring facilities, arranging human resources, and overall operating mechanisms...
The Vice Chairman of the Provincial People's Committee also requested the Department of Health to consider and study the implementation of the family doctor model in the form of initial cognitive support and consultation in disease prevention for some groups of people, guiding people to understand more about diseases to improve disease prevention. Regarding the construction of a preventive medicine model, he requested the Department to select a team of commune-level doctors as a pilot model for implementation, consultation, building a comprehensive research base and monitoring effectiveness, aiming to expand the model in the coming time to build a commune-level community without diseases.
Along with that, the Vice Chairman of the Provincial People's Committee also requested the Department of Health to continue researching and applying digital transformation science and technology in the health sector; applying to improve the quality of medical examination and treatment, and health care for people.
