Nguoi Dua Tin (NDT) talked with Mr. Nguyen Van Cuong - Chairman of Pho Yen City Business Association (Thai Nguyen province) to evaluate the local policies towards the business community.

Investor: As a representative of businesses in Pho Yen city, how do you evaluate the development of Pho Yen City Business Association in recent times?

Mr. Nguyen Van Cuong: Pho Yen City Business Association was established in 2010, when Pho Yen was still a district. Since then, the entire political system, the leaders of the district, then the town and now the city, have paid great attention to and evaluated the Business Association as a unit that gathers intellectual and economic resources for the common development of the locality.

Therefore, we always receive close guidance from leaders at all levels to have open mechanisms and policies, creating the best environment for the business community to develop in accordance with assigned tasks.

Thanks to that, in the context of many economic difficulties and challenges, the quantity and quality of enterprises in general and member enterprises in Pho Yen Business Association in particular have increased year by year.

At the same time, in order to facilitate the activities of its members, in recent years, the Association has strengthened its links and connections in production and business; proposed to the authorities at all levels to perfect mechanisms and policies, improve the investment environment; advised local authorities to organize dialogues or remove difficulties for businesses. From there, members have the conditions to maintain stable production activities and create jobs for tens of thousands of workers.

Investor: To make positive contributions to the economy of Pho Yen city, what policies has the Business Association had to support and connect businesses to create a business environment?

Mr. Nguyen Van Cuong: Implementing the Resolution of the Executive Committee of the Association and the annual work program, Pho Yen Business Association has promoted the spirit of solidarity, flexibility, innovation in content and methods of operation; proactively grasped the difficulties and problems of the industry to promptly reflect and make recommendations to all levels and sectors for consideration, resolution and promulgation of appropriate mechanisms and policies, creating favorable conditions for enterprises to stabilize and develop production and business.

At the same time, we also hold monthly standing meetings to grasp the mechanisms and policies of the Party, State as well as the province and city to catch up with opportunities and widely deploy them.

That is also the orientation of the business association. Although our members do not receive salaries, we still operate very actively and bustlingly. To have that unity and growth, the Executive Board of the Association must be exemplary. In addition to economic development and completing the production plan, we also pay attention to many other areas such as social security.

Regarding the structure of members, we divide them into groups according to specific industries. For example, the construction group will have people to support and connect so that construction material businesses will cooperate with construction contractors in the city.

In recent years, most of the local construction projects have been assigned to companies that are members of the Association. This has helped the organization complete its tasks and plans, while also creating jobs for workers. And our workers always prioritize Pho Yen people working for Pho Yen.

Creating an ideal investment environment

Investor: Cleaning the nest to welcome eagles is one of the priority policies in Pho Yen's economic development plan. What is your assessment of the investment attraction policies in the area?

Mr. Nguyen Van Cuong: Cleaning the nest to welcome eagles is a strategic orientation of Thai Nguyen province, from which Pho Yen leaders have implemented it as a priority policy in economic development.

In general, if we can create an ideal investment environment for large corporations to invest, it is clear that small and medium enterprises in Pho Yen will also be influenced. From there, we can connect and learn from the experiences of large corporations.

For example, recently, the Association has had 3 members who are units that build factory structures for Samsung Group. Thus, if in the future there continue to be large investors coming to Pho Yen, the Business Association will receive certain advantages.

In addition, thanks to local policies, businesses have the opportunity to trade with major partners, develop together, contribute to the budget, and join in the economic development of Pho Yen city.

In addition, the above policy also takes advantage of Pho Yen being the gateway connecting Thai Nguyen and Hanoi, with a very convenient transportation system. The local labor force is very available, ensuring enough workers to meet the needs when investors come to the locality.

Investor: Along with the above benefits, there are certainly still some limitations. What recommendations do you have to create an open policy corridor to support businesses in the city?

Mr. Nguyen Van Cuong: Pho Yen has always been active in site clearance, with very strong orientation and direction. However, there are still a small number of people in the communes who do not fully understand the value of investors coming to the locality.

That is why the site clearance work is still very difficult. We hope that in the coming time, the leaders will strengthen their direction, raise people's awareness, and propagate to people to understand the potentials and benefits of developing industrial clusters and zones. That will be a lever to create stable jobs, bringing benefits to develop the socio-economy and commercial services in the city.

I also hope that in the coming time, State management agencies will continue to have many policy mechanisms to simplify administrative procedures and clear the legal corridor to welcome many big eagles to the locality.

In the coming time, Pho Yen City Business Association determines to focus on expanding and developing its members. Continue to train, foster, and enhance the management and operational capacity of member businesses.

Investor: In addition to being the Chairman of Pho Yen Business Association, you are also the Director of Cuong Dai Company Limited. Could you please share about the company's business situation last year?

Mr. Nguyen Van Cuong: Cuong Dai is a unit specializing in providing machinery to support farmers with the goal of mechanizing agriculture and rural areas, following the general direction of the Party and the State. In the recent past, Pho Yen has focused mainly on industrial development, so the company's business sector has many limitations.

Overcoming difficulties, last year Cuong Dai still maintained growth, completed the proposed business plan while still creating jobs for local people. At the same time, the company's employee benefits were also fully completed.

After 18 years of working in agriculture, the value I aim for is to reduce labor and increase crop productivity. In addition, I promote the use of Vietnamese products by Vietnamese people.

Therefore, our company only supplies machines made in Vietnam, not machines from other countries. This is also our orientation. Although the profit may not be much, the core is to bring farmers good quality products.

From here, I hope that in the coming time, the authorities will have more policies to support farmers to access agricultural and rural mechanization, not only in the plains but also in remote areas with difficult conditions.

Investor: Pho Yen City has many support policies for businesses, how do companies evaluate the above support from the locality?

Mr. Nguyen Van Cuong: It can be seen that Pho Yen has done very well in developing industry, tourism, and commercial services. However, the city leaders always pay attention to agriculture, because it is sustainable development.

Agriculture may not contribute as much to the budget as industry, but it will help stabilize food security. With the structure of contribution to the overall economic value of Pho Yen city, it can be said that agriculture also plays an important role, right after industry.

Such consistent strategic orientations have helped businesses like ours have the opportunity to develop. In addition, the city also supports digital transformation, completes procedures to help bring production and business activities to the digital environment, and establishes effective digital service delivery channels, especially e-commerce and online payments.
