The goal was raised by the Deputy Prime Minister at the Government Standing Committee's meeting working with State-owned enterprises (SOEs) with the theme "Tasks and solutions to contribute to double-digit economic growth, rapid and sustainable national development" taking place this morning (February 27).

The conference was chaired by Prime Minister Pham Minh Chinh and attended by Deputy Prime Ministers Ho Duc Phoc, Bui Thanh Son and Mai Van Chinh.

Make strong institutional breakthroughs and unleash all resources

Before the conference, this month, the Government Standing Committee held a conference with the country's large private enterprises and a conference with commercial banks.

Speaking at the opening of the conference, Deputy Prime Minister Ho Duc Phoc assessed that 2025 has special significance, being the final year of the socio-economic development plan for the 2021-2025 period. At the same time, it is an important time to vigorously implement the reform of streamlining the organizational apparatus, streamlining the payroll, holding Party Congresses at all levels and preparing for the 15th National Party Congress.

This is also a key stage to consolidate important foundations, creating a solid premise to help the country confidently enter a new, sustainable and prosperous development stage.

“In that context, we need to make strong and comprehensive institutional breakthroughs, improve the effectiveness of the apparatus, cut administrative procedures, and unleash all resources to achieve a minimum growth rate of 8% in 2025. In more favorable conditions, we can aim for double-digit growth, creating a solid driving force for the country's sustainable development in the coming period,” the Deputy Prime Minister emphasized.

Raising the key issues for discussion, he noted that with their potential and position, SOEs need to focus on investing and exploiting large and key projects, as well as solving the country's strategic problems in the fields of infrastructure and key economic sectors.

In addition, promote the pioneering role of SOEs in innovation fields. These include innovation, research and application of science and technology, transfer of modern techniques, energy saving, sustainable development, environmental friendliness, digital transformation, etc.

The Deputy Prime Minister also asked SOEs to boldly propose existing difficulties and problems so that the Government can focus on solving them. For issues within its authority, the Government will directly resolve them; for issues beyond its authority, we will report to competent authorities for timely consideration and handling.

Create technological breakthroughs, enhance competitiveness

The Deputy Prime Minister said the target is that at least 30% of administrative procedures will be simplified or cut; production and business costs will be reduced by about 3%; other costs such as regulatory compliance costs and informal costs will also need to be minimized; at least 30% of unnecessary business conditions will be abolished.

“We need to strive so that within the next two to three years, Vietnam's investment environment is among the top three ASEAN countries,” said the Deputy Prime Minister.

Another issue raised is close coordination with large private corporations and groups in areas that the country needs.

These key sectors include renewable energy, high-tech industry, artificial intelligence (AI), digital transformation, as well as innovative economic sectors to promote new growth models. In particular, it is necessary to focus on exploiting and promoting new growth drivers, creating technological breakthroughs to enhance the competitiveness of the economy.

In addition, state-owned enterprises need to demonstrate social responsibility through community support programs such as eliminating temporary and dilapidated houses, developing social housing, and accompanying people in preventing and overcoming the consequences of natural disasters.

The Deputy Prime Minister said that in previous meetings with the Government Standing Committee, state-owned enterprises have implemented many important solutions and achieved positive results. However, there are still difficulties and obstacles that need to be resolved.

At today's conference, the Government hopes to hear specific suggestions so that the Government can effectively implement solutions to achieve the economic growth target of 8% in 2025. In particular, SOEs focus on making proposals, recommendations and making specific commitments.
