[Update] - Summary of investment and construction work of the 500kV line 3 project from Quang Trach to Pho Noi

On the morning of December 8, the Government Office held a conference to summarize the investment and construction work of the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

Lightning fast "finish line"

The 500 kV Circuit 3 Transmission Line Project was assigned by EVN to the National Power Transmission Corporation (EVNNPT) as the investor, with a total length of 519 km, 1,177 pole locations, 513 anchorages, passing through 211 communes/wards of 43 districts in 9 provinces with a total investment of more than 22,300 billion VND.

The 500kV line 3 is a key, urgent project of great significance to improve the stability of the power system operation, increase power supply to the North in 2024 and the following years, contributing to ensuring national energy security. Under the strong direction of the Prime Minister, the Government, the attention and support of ministries, branches, localities and people, EVN/EVNNPT has determined and made efforts to complete the 500kV line 3 projects after more than 6 months of construction.

During the project implementation, the construction sites encountered many difficulties and challenges that seemed insurmountable. Typically, 239/1,177 of the entire route were pile foundation locations. Given the urgent progress requirements, the need to simultaneously mobilize pile driving and pressing machines was a huge challenge. In addition, the route's terrain had many locations across ponds, swamps, and high mountains. The road to the column foundation locations was difficult, especially when it rained, the road was steep and slippery.

Another major challenge is the mobilization of construction forces to erect poles and pull wires, which requires workers to have expertise and health to work at high altitudes, at high intensity, continuously for many days in harsh weather conditions of hot sun and strong winds. During peak times, about 10,000 - 12,000 people with technical qualifications and experience need to be mobilized, while contractors can only meet about 50% of this force.

In addition, the unfavorable weather conditions such as erratic rain and sunshine, and harsh weather conditions in the months of April, May, June, July and August also greatly affect the construction progress. In the provinces of Quang Binh, Ha Tinh, Nghe An and Thanh Hoa, there is often intense heat, many days of heavy rain accompanied by thunderstorms and lightning; on the mountains, there are often strong winds from 3 to 7 hours/day, so at many times construction must be stopped to ensure the safety of workers and equipment.

Not only that, the project has a large amount of land clearance compensation, spanning 211 communes/wards of 43 districts/towns in 9 provinces, with a total recovered land area of ​​about 183 hectares, affecting 5,248 households and 96 organizations, of which 167 households must be relocated...

The 500kV line project, circuit 3 from Quang Trach to Pho Noi is a key, urgent project, of great significance to increase the power transmission capacity through the 500kV system from the Central - North with a capacity of 2,500MW at present to 5,000MW, improve the stability of the power system operation, increase power supply to the North in 2025 and the following years, reduce the risk of overloading and overloading of existing 500kV lines and stations, contributing to ensuring national energy security.
