This is the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province Vo Van Hung at the working session with Dakrong district on assessing the implementation of socio-economic development tasks, national defense and security in the district for the term 2020 - 2025, development orientation for the period 2025 - 2030 this afternoon, October 31. Vice Chairman of the Provincial People's Committee Hoang Nam also attended the meeting.
Estimated 17/19 targets achieved and exceeded the plan
The report of Dakrong District People's Committee stated that in more than half of the 2020 - 2025 term, despite facing many difficulties and challenges due to natural disasters and epidemics, with the determination and efforts of the entire political system and the solidarity, consensus and high unanimity of the people, the implementation of socio-economic development tasks and ensuring national defense and security in the district achieved many positive results. It is estimated that about 17/19 targets were achieved and exceeded the plan, 2/19 targets were difficult to achieve and 5 component targets were forecasted to be lower than the resolution.
Specifically, the economic structure shifted in the right direction, increasing the proportion of non-agricultural sectors and reducing the proportion of agricultural sectors; industry, handicrafts, construction, trade and services increased.
The average growth rate of production value in the 2021-2025 period reached 16.05%; the total production value in 2025 is estimated at 2,005 billion VND, 2.1 times higher than at the beginning of the term; the total social development investment capital is estimated at 2,520 billion VND, of which the capital from the state budget is more than 1,308 billion VND; the average income per capita by the end of 2025 is estimated at 42.8 million VND/person.
Up to now, the whole district has 1 commune meeting new rural standards and 161 criteria. It is expected that by 2025, the whole district will reach 183 criteria, an increase of 62 criteria compared to the beginning of 2021, with 3 more communes meeting new rural standards. The average annual poverty reduction rate in the period 2021 - 2025 is forecast to reach 5.15%.
Total budget revenue in the district for the period 2021 - 2025 is estimated at 183,493 billion VND. Regarding traffic infrastructure, from 2021 to present, the district has invested in building new, upgrading and repairing 53.26 km...
In the development orientation for the period 2025 - 2030, Dakrong district continues to restructure agriculture towards improving quality, efficiency, competitiveness and sustainability; developing agricultural, forestry and fishery production towards commodity production. Paying attention to developing the fields of energy industry, mining, processing of agricultural, forestry and environmentally friendly food; promoting investment promotion, encouraging economic sectors to develop a network of supermarkets, wholesale stores, food and beverage services, and accommodation.
Continue to plan and arrange a suitable network of schools and classes; invest in facilities and teaching equipment of educational institutions; mobilize resources to invest in facilities and equipment to improve the quality of medical examination and treatment for people; promote the movement "All people unite to build a cultural life", the campaign "All people unite to build new rural areas and civilized urban areas" ...
At the meeting, leaders of Dakrong district raised difficulties, obstacles and made recommendations and proposals to successfully implement socio-economic development goals and tasks, ensuring national defense and security in the area.
Economic development must go hand in hand with attention to social security issues.
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung requested Dakrong district to urgently complete the construction planning of Dakrong district until 2040, with a vision to 2050, paying attention to studying the planning of key inter-commune traffic routes, connecting with the national and provincial traffic systems to serve as a basis for investment proposals, aiming to shorten the gap between disadvantaged areas and developed areas.
Strengthening promotional activities and trade promotion in the tourism sector; accelerating sustainable poverty reduction, improving the material and spiritual life of people, especially ethnic minorities.
Regarding the orientation of key tasks for the 2025 - 2030 term, the Chairman of the Provincial People's Committee suggested that Dakrong district exploit and promote the local potential and strengths, thereby forecasting difficulties and challenges in the next 5 years to have a spirit and attitude of determination to strive more fiercely to create breakthroughs in economic development.
In particular, it is necessary to study and develop a project to develop Krong Klang town into a commercial, service, tourism and industrial hub of the mixed economic zone on the East-West Economic Corridor. Focus on developing perennial industrial crops, fruit trees, medicinal plant growing areas, and arranging specialized areas for applying high-tech plants.
Note that economic development must go hand in hand with attention to social security issues, focusing on improving people's income and quality of life, preserving and promoting the cultural identity of ethnic groups, creating solidarity to successfully achieve the set goals.
Regarding the proposed recommendations, Chairman of the Provincial People's Committee Vo Van Hung assigned relevant departments, branches and sectors to support the district based on their functions and tasks.
In particular, the Department of Industry and Trade is assigned to guide the People's Committee of Dakong district to expand the Krong Klang industrial cluster phase 2 and invest in the construction of a new Ta Rut industrial cluster.
Regarding the proposal to soon complete the infrastructure of La Lay International Border Gate area, border market, trade center, warehouse, logistics center in the border area of Dakrong district, the Provincial Economic Zone Management Board is assigned to focus on speeding up the completion of construction items in the La Lay International Border Gate area for public investment projects approved by competent authorities.
Regarding the fields of agriculture, rural areas and new rural construction, the Department of Agriculture and Rural Development shall preside over and coordinate with relevant departments and branches to promote investment in Dakrong; review and arrange central budget reserve funds to overcome the consequences of natural disasters in the district...
