Can Loc creates consensus strength from dialogue work

The dialogue between the leaders of the Party Committee and the government with the people has resolved many difficulties and problems in localities in Can Loc (Ha Tinh).

Mr. Vo Van Hai (Phuc Loc village, Kim Song Truong commune) expressed concerns about the site clearance work of the North-South Expressway Project at a dialogue with the District People's Committee in June 2023.

Kim Song Truong Commune is the area affected by the largest North-South expressway project in the district, with a length of 6.34 km passing through 12/16 villages. To clear the land, the locality needs to reclaim 54.8 hectares of land of all kinds (of which 4.2 hectares are residential land, 50.6 hectares are agricultural land) and up to 76 households are subject to resettlement. Therefore, the work of compensation, site clearance and resettlement in the area has received great attention from the people with many concerns and worries.

Faced with that reality, along with promoting propaganda and mobilization work, many dialogues between district and commune leaders and people affected by the project have been organized. Opinions and recommendations on outstanding issues related to site clearance have been focused on and resolved promptly, sympathetically, reasonably, in accordance with the policies of the Party and the State, ensuring the legitimate rights and interests of the people. Thanks to that, up to now, the majority of people have agreed with the major policy, received compensation, and relocated to hand over the site for project construction.

Ms. Nguyen Thi Nga - Phuc Loc village, Kim Song Truong commune shared: "From expressing my views to the head of the local Party Committee and government, I am very pleased to receive explanations and accurate answers. Through the dialogue, we understand more clearly our responsibility in creating conditions for the national key project to be implemented on schedule."

From the dialogue activities, up to now, Kim Song Truong commune has basically done well in site clearance, resettlement and land handover for the project.

People of Kim Song Truong commune voluntarily relocated their properties and houses to hand over the site for the North-South expressway project.

In Vuong Loc commune, the dialogue between the Party Secretary and the Chairman of the People's Committee with the People also received great attention from the people. The process of resolving people's concerns and problems has contributed significantly to creating trust between the People and the Party Committee and local authorities, creating a consensus strength to help Vuong Loc reach the advanced NTM target in 2023.

Mr. Nguyen Minh Vy - Chairman of Vuong Loc Commune People's Committee said: "People's opinions mainly focus on groups of issues: agricultural production, road expansion, new rural construction, granting land use right certificates, environment... These are recommendations, proposals, and contributions that are very enthusiastic and close to real life".

People's consensus is the strength for Vuong Loc to reach the advanced NTM finish line in 2023.

The motto of “focusing on the grassroots, listening, respecting and promoting the people’s right to mastery” through dialogue work is being thoroughly grasped and seriously implemented by localities in Can Loc. Contact and dialogue activities are carried out in a unified, synchronous, scientific manner and are increasingly becoming routine.

The issues that the people reflected at the dialogue were directly discussed and answered responsibly by the heads of the Party Committee and government, focusing on the key points, understanding and making sense, and were basically agreed upon and highly appreciated by the people.

Mr. Tran Van Nuoi - Deputy Head of the People's Mobilization Committee of Can Loc District Party Committee affirmed: "From the beginning of 2023 to now, the implementation of dialogue with local people has attracted more than 200 opinions and direct questions at conferences. The contact and dialogue work of leaders of Party committees and authorities at all levels in Can Loc district has brought positive results, promoting the people's mastery; improving the leadership capacity and fighting strength of Party committees and organizations at all levels, the effectiveness and efficiency of management and administration of authorities at all levels.

Increasing contact and dialogue with the people has helped local leaders grasp information, develop and issue appropriate action plans and programs. This is also the way Can Loc concretizes the Party's resolutions, policies and laws of the State into life."

After 5 years of implementing Decision No. 657-QD/TU, dated April 4, 2018 of the Provincial Party Standing Committee on the Regulations on direct contact and dialogue between leaders of Party committees and authorities at all levels with the people in Ha Tinh province, Can Loc district has organized 235 dialogues; of which, 10 were at the district level and 225 were at the commune level with over 10,000 participants.

There were nearly 1,200 opinions, questions, and feedback; of which, about 65% of opinions were thoroughly answered by the conference chair and specialized departments at the conference. The remaining opinions were also assigned by localities to relevant functional departments for resolution.
