The Ministry of Transport has just issued a Plan to implement the Action Program on green energy conversion and carbon and methane emissions reduction in the transport sector.
Accordingly, the railway sector has many key projects to convert to green energy, to be implemented from now until 2050.

Regarding vehicles, 244 locomotives and 80 power-generating carriages will be converted and replaced to use electricity and green energy in the period 2031-2050, with an estimated cost of 12,420 billion VND, implemented by the Ministry of Transport, railway transport enterprises, and from the State and foreign budgets.
Regarding infrastructure, 17 new national railway lines will be built in the 2022-2050 period, with an estimated cost of VND 738,742 billion. Along with that are projects to build railway branches connecting a number of seaports (Nghi Son, Lien Chieu, Cua Lo, Chan May, Dung Quat, Van Phong, Phan Thiet, Ca Na, Cam Ranh, Thinh Long...) in the 2022-2050 period. These projects are chaired by the Ministry of Transport and other ministries, branches, and provincial/municipal People's Committees, with state and foreign budget sources.
Of which, the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project is scheduled to be implemented in the 2026-2030 period, with an estimated cost of 6,000 billion VND; the Lao Cai - Hanoi - Hai Phong route in the 2026-2050 period, with a cost of 158,842 billion VND; the Bien Hoa - Vung Tau route in the 2026-2050 period, with a cost of 138,979 billion VND; and the Hanoi - Dong Dang route in the 2031-2050 period, with a cost of 65,209 billion VND.
At the same time, the routes will be deployed in the 2026-2030 period: Ho Chi Minh City - Loc Ninh route, 20,938 billion; Ho Chi Minh City - Can Tho route, 172,200 billion; Vung Ang - Tan Ap - Mu Gia route; Thap Cham - Da Lat route, 12,248; Thu Thiem - Long Thanh route...
Routes to be implemented in the 2031-2050 period: My Thuy - Dong Ha - Lao Bao route, 16,623 billion; Da Nang - Kon Tum - Gia Lai - Dak Lak - Dak Nong - Binh Phuoc (Central Highlands) route, 46,365 billion; Nam Dinh - Thai Binh - Hai Phong - Quang Ninh route (including the Nam Hai Phong - Ha Long section, about 37km long), 10,116 billion; Ha Long - Mong Cai route, 22,083 billion; two eastern belt routes of Hanoi: Ngoc Hoi - Lac Dao - Bac Hong - Thach Loi section, western belt routes of Hanoi: Ngoc Hoi - Thach Loi section...
Regarding high-speed railway, prepare and construct 3 sections of the North-South high-speed railway (Hanoi - Vinh, Vinh - Nha Trang, Nha Trang - Ho Chi Minh City) in the period of 2022-2050, with an estimated cost of 1,334,243 billion VND, implemented by the Ministry of Transport, ministries, branches, and provincial/municipal People's Committees, using state and foreign budget sources.
