5 core pillars of information technology development

On the afternoon of November 12, Deputy Prime Minister and Minister of Finance Ho Duc Phoc further explained to the National Assembly a number of issues of interest to National Assembly deputies at the question-and-answer session on the field of information and communications.

According to Deputy Prime Minister and Minister Ho Duc Phoc, we are currently in the era of Industry 4.0, moving towards a green economy, especially a digital economy, in which information technology is a key factor. Accordingly, information technology development requires 5 core pillars.

First is the development of information technology infrastructure such as fiber optic cables, broadband, BTS broadcasting stations and in the future there may be more new inventions.

The second pillar is big data. Only when there is big data can we manage, share and apply artificial intelligence (AI) in big data analysis.

The Deputy Prime Minister gave an example: currently, the national population data built by the Ministry of Public Security is a type of data system that brings great benefits. Or the Ministry of Finance is implementing the use of citizen identification to synchronize into tax codes. After synchronization, it can be looked up very quickly. Or in online shopping, payment via bank can also be detected immediately. Or like data on customs management, tax, buying and selling on e-commerce platforms...

“To be able to apply it in management, there must be a big data platform. Data must be collected right from the beginning of the task” - Deputy Prime Minister and Minister Ho Duc Phoc stated.

Third is the issue of network security, this is the key to the problem. When there is big data, there are activities on the network without ensuring network security, which is "unlocking people to freely enter your home".

Fourth is the issue of human resources. The Government has a Project on Developing Human Resources for the Semiconductor Industry from 2030 to 2050, a Project on Technology Talent 4.0 and other Projects to promote human resource development. We must have good human resources to be able to master technology, so training and attracting high-quality human resources is an extremely important issue.

Fifth is the application of information technology tools such as AI, Blockchain, cloud computing, Internet of Things... These technologies will be very effective in the coming time, so it is necessary to promote the development and mastery of these tools.

Proposing to reduce corporate income tax of press

Regarding the press, according to Deputy Prime Minister and Minister of Finance Ho Duc Phoc, in order for the press to develop, in the coming time, it is necessary to perfect the Press Law and related laws. Strengthen training and coaching so that the press can keep up with technology and the times; orient propaganda and provide authentic, new, correct and highly topical information.

At the same time, it is necessary to strengthen management so that press agencies properly implement the principles, purposes, functions and tasks of each newspaper and magazine; inspect, check, and strictly and promptly handle violations.

In particular, the Deputy Prime Minister emphasized the need to innovate and strengthen financial mechanisms for press agencies. Typically, regarding corporate income tax, the Ministry of Finance is proposing to reduce corporate income tax for printed and electronic newspapers to 10% to create favorable conditions for press agencies.

In addition, it is necessary to promote budget allocation, support budget and order with the simplest and most effective procedures. At the same time, increase advertising income; support information technology development, digital transformation for press agencies.

Regarding social networks, Deputy Prime Minister and Minister Ho Duc Phoc said that it is necessary to encourage social networks to disseminate good values ​​and good experiences, and eliminate wrongdoings and violations of the law.

Presenting solutions, the Deputy Prime Minister emphasized that what needs to be done is to perfect the law to strictly regulate prohibited acts; regulate the responsibilities of individuals and organizations that own social networking platforms as well as management agencies, and apply modern technology such as AI for management...
