Plan to implement the Law on Social Insurance and Resolution No. 142/2024/QH15

Kinhtedothi - Deputy Prime Minister Ho Duc Phoc signed Decision No. 1370/QD-TTg promulgating the Plan to implement the Law on Social Insurance and Resolution No. 142/2024/QH15 of the National Assembly.

On June 29, 2024, at the 7th Session, the National Assembly passed the Law on Social Insurance No. 41/2024/QH15, effective from July 1, 2025, and issued Resolution No. 142/2024/QH15 on the 7th Session of the 15th National Assembly. In order to implement the Law on Social Insurance and Resolution No. 142/2024/QH15 in a timely, synchronous, unified and effective manner, the Prime Minister issued a Plan to implement the Law on Social Insurance and Resolution No. 142/2024/QH15.

The purpose of the Plan is to implement the tasks assigned by the National Assembly to the Government, the Prime Minister, and the Ministers in the Law on Social Insurance and Resolution No. 142/2024/QH15; raise awareness of the Law on Social Insurance; organize the implementation of the Law on Social Insurance and Resolution No. 142/2024/QH15 to ensure timeliness, synchronization, unity, effectiveness, and efficiency.

At the same time, specifically define the work content, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the Law on Social Insurance and Resolution No. 142/2024/QH15; determine the responsibilities and coordination mechanism between ministries, ministerial-level agencies, government agencies and localities in implementing activities to implement the Law on Social Insurance and Resolution No. 142/2024/QH15.

The contents of the Plan include: Organizing propaganda, dissemination and training on the Law on Social Insurance and documents guiding its implementation; organizing specialized training and professional development for social insurance agency staff, staff directly working on social insurance in the Labor - Invalids and Social Affairs sector, trade unions, service organizations authorized by social insurance agencies and people directly implementing social insurance policies.

The Ministry of Labor, War Invalids and Social Affairs coordinates with the Vietnam Social Security and relevant agencies to compile documents serving the dissemination of the Law on Social Insurance and documents guiding its implementation; training documents and professional development in implementing social insurance policies and laws.

Ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities, based on their functions and tasks, shall review legal documents related to the Law on Social Insurance under their assigned state management authority; implement within their authority or propose to competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law on Social Insurance and relevant detailed legal documents and implementation instructions.

Ministries shall develop, promulgate or submit to competent authorities for promulgation documents detailing the Law on Social Insurance as assigned in Decision No. 717/QD-TTg dated July 27, 2024 of the Prime Minister promulgating the List and assigning agencies to preside over drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 7th Session...
