Regarding the Software Park No. 2 project (in Thuan Phuoc Ward, Hai Chau District, Da Nang City), Mr. Le Son Phong, Deputy Director of the Department of Information and Communications of Da Nang City, said that this project is currently temporarily suspended even though the rough construction has been completed.
According to Mr. Phong, Software Park No. 2 is considered a key project of Da Nang City, implemented from 2020.
Software Park No. 2 is under construction but must be temporarily suspended due to problems with asset management mechanisms.
After many unsuccessful attempts to attract investment and auction, Da Nang City decided to invest from the budget. The project is an economic and social infrastructure serving IT development, so it is a public asset.
However, up to now, the Government has not issued legal regulations and legal corridors on public infrastructure assets in the IT sector. "Specifically, there are no regulations on the management, use and exploitation of software parks. This is the main obstacle for this project," said Mr. Phong.
Regarding the time to put the project into operation, a representative of the Department of Information and Communications of Da Nang City said there is no exact time because they are waiting for the Government to issue a decree.
According to Mr. Phong, in 2022, Da Nang City proposed to the Prime Minister, and on March 21, the Prime Minister agreed to allow the City to add this content to the special mechanism regulations. Currently, Da Nang City's functional sector is researching and handling it.

During the process of drafting the decree, the Ministry of Finance has twice sought opinions from ministries and branches. Da Nang City has also sent three written explanations, recommendations and proposals related to this project.
The buildings inside Software Park No. 2 have been completed in their rough form and are lying idle due to management issues.
Mr. Le Son Phong also added that this is a bottleneck of the IT industry in Da Nang City, so the Department of Information and Communications hopes that the project will soon come into operation, creating space for development and avoiding waste because the demand for registering to use space for business development has exceeded the supply capacity.
The parking area and park inside Software Park No. 2 are still under construction.
In 2023, the Department of Information and Communications of Da Nang City received many requests from domestic and foreign enterprises to expand software development space as well as related policies to support digital transformation and develop creative space at Software Park No. 2.
The project is invested and managed by the Management Board of Investment and Construction Projects of Civil and Industrial Works of Da Nang. The joint venture Vinaconex25 - DCID - Thai Son - 319 - Le Vu won the bid and constructed the project.
The Software Park No. 2 project was approved for investment by the People's Committee of Da Nang City in May 2020 with a total investment of nearly 800 billion VND, then the project was adjusted to an investment of nearly 1,000 billion VND.
Software Park No. 2 project includes a 20-storey ICT office building with a total floor area of over 26,000 m2; an 8-storey ICT1 office building with a total floor area of over 39,000 m2; an 8-storey ICT2 office building combined with a cafe area with a total floor area of over 27,000 m2...
Because the construction is still unfinished, the contractor has assigned many security guards to the site to keep an eye on it.
Upon completion, it is expected that this project will provide about 6,000 direct jobs in IT and digital technology.
With a total investment of nearly 1,000 billion VND in phase 1, the Software Park No. 2 project (total area of 5.3 hectares next to Thuan Phuoc bridge, Hai Chau district) is expected to be put into operation in 2023, but so far the project is still "inactive" due to management mechanism problems.
