Optimal solution for regional traffic
On March 24, Dong Nai Provincial People's Committee held a working session chaired by Chairman of the Provincial People's Committee Vo Tan Duc to discuss the investment plan for the elevated road along National Highway 51.
At the meeting, Ho Chi Minh City Infrastructure Investment Joint Stock Company presented the project implementation plan under the public-private partnership (PPP) model. The project aims to solve traffic congestion and promote economic and social development in the area.
According to the investor's report, the construction plan has been revised based on comments from the authorities. At the Vung Tau intersection, the "light bulb intersection" plan was proposed to optimize the area and meet traffic needs. Meanwhile, at the Gate 11 intersection, the investor proposed to implement in two phases: Phase 1 will build two direct overpasses combined with a roundabout under the bridge to solve the immediate traffic pressure; Phase 2 will expand and complete the intersection according to the master plan.

To optimize costs and implementation progress, the project can be divided into investment phases in accordance with financial resources. A notable point is the plan to build an overpass on the existing route of National Highway 51. This is considered an effective solution, helping to limit site clearance, shorten construction time and maintain connectivity in the current traffic system.
The elevated route will have 6 lanes, combined with 8 lanes of the existing National Highway 51, bringing the total number of traffic lanes to 14. This solution is expected to help reduce congestion, especially during rush hours and holidays. The total investment is estimated at about 12 trillion VND.
Synchronized connection with key traffic routes
In addition to the elevated route, the investor also proposed an investment plan for the intersection connecting Huong Lo 2 with National Highway 51 and a solution to integrate this route with the Bien Hoa - Vung Tau expressway to create a synchronous traffic system.
Transport experts highly appreciate this project for its feasibility and efficiency, especially with the plan to build an overpass on the existing route of National Highway 51 as an optimal solution to limit site clearance, shorten implementation time and maintain the connectivity of the transport system. At the same time, the project is expected to contribute to reducing congestion, but it also needs a reasonable toll collection plan to avoid affecting transport activities.

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Tan Duc requested the investor to study and add the Huong Lo 2 - National Highway 51 intersection to the project, and work with departments and branches to complete the dossier in March 2025. After completion, the Provincial People's Committee will report to the Provincial Party Committee Standing Committee to seek opinions on the investment plan.
In the coming time, the People's Committee of Dong Nai province will submit to the Prime Minister for consideration the policy of assigning the province as the competent authority to implement the project. If approved, this will be an important step in modernizing transport infrastructure, creating momentum for socio-economic development for Dong Nai and the Southeast region.
