At the same time, the Department of Education and Training strictly prohibits the abuse of the working positions of teachers and educational administrators to carry out or participate in forcing or mobilizing students or parents to buy reference books.

Previously, in preparing textbooks for the new school year, the leaders of the Ho Chi Minh City Department of Education and Training required schools to absolutely not combine the list of textbooks and the list of documents, reference books, and supplementary books into the same list of textbook announcements to avoid parents and students misunderstanding that they are required to buy.

Strengthen inspection and guidance on the implementation of policies and laws on education and training, focusing on inspection of the implementation of general education programs, organization of textbook selection, management and use of reference publications; management of teaching and learning activities; management of private primary education institutions, educational institutions with foreign elements, integrated education programs, foreign education programs, education programs in foreign languages; compulsory education content for Vietnamese students at private educational institutions with foreign investment.

The Department of Education and Training will strengthen the management of the implementation of educational partnerships with foreign countries using integrated educational programs that have been assessed, approved and permitted by the Ministry of Education and Training. Educational institutions will not be allowed to organize educational partnerships with foreign countries without ensuring implementation conditions.
