Important results of the 5th Session, 15th National Assembly

On the afternoon of June 24, right after the National Assembly's closing session, Secretary General of the National Assembly Bui Van Cuong chaired a press conference to announce the results of the 5th Session of the 15th National Assembly.

After 23 working days (phase 1 from May 22 to June 10, phase 2 from June 19 to June 24), with the spirit of innovation, solidarity, democracy, intelligence, urgency and high responsibility, the 5th session of the 15th National Assembly completed the entire proposed program.

The National Assembly passed 8 laws and 17 resolutions, gave second opinions on 1 draft law, gave first opinions on 8 other draft laws; conducted supreme supervision on the topic "Mobilization, management and use of resources for Covid-19 prevention and control; implementation of policies and laws on grassroots health and preventive medicine"; conducted questions and answers; considered and decided on personnel, socio-economic and state budget issues; considered reports on voters' petitions and resolved voters' petitions, along with a number of other important contents.

Laws and resolutions passed by the National Assembly

The Law on Consumer Rights Protection is amended to improve the institution on consumer rights protection, ensure stability, unity, synchronization, transparency, feasibility, protect the legitimate rights and interests of consumers, create motivation for competition and creative development of enterprises, support and encourage the activities of social organizations, and at the same time improve the effectiveness and efficiency of state management on consumer rights protection, contributing to promoting the economic, cultural and social development of the country.

The Law on Bidding is amended to promptly overcome the limitations and shortcomings of the current Law; ensure the unity and uniformity of the legal system; contribute to improving the effectiveness and efficiency in bidding, contractor selection and management and use of State capital and assets; limit loss, waste, negativity and corruption in the field of bidding.

The Law on Prices is amended to perfect the legal system on prices, meet the requirements of socio-economic development in the new situation; overcome overlaps and conflicts with specialized laws; limit dispersion and lack of synchronization and unity in the legal system on prices, contributing to enhancing international economic integration.

The Law on Electronic Transactions was amended to institutionalize the Party's guidelines and policies and the State's policies; overcome practical difficulties and shortcomings, and ensure adaptation to the fourth industrial revolution.

The Law on Cooperatives was amended to improve the legal basis, ensure unity and completeness, contribute to promoting the development of the collective economy with many models of cooperation and association on the basis of respecting the nature, values ​​and principles of the collective economy, attracting more and more farmers, households, individuals and organizations to participate; contribute to improving the income and quality of life of members.

The Law on Civil Defense was promulgated to create the most general legal framework for preventing, combating, and overcoming the consequences of war, incidents, disasters, natural disasters, and epidemics; meeting the requirements of the task of building and developing the country's socio-economy in conjunction with strengthening national defense, security, and international integration in the new situation.

The Law amending and supplementing a number of articles of the Law on People's Public Security was promulgated to institutionalize the Party's policies and viewpoints on building the people's public security to meet requirements and tasks in the new situation; overcome a number of difficulties and obstacles in the implementation of the current Law on People's Public Security; and ensure consistency and synchronization with regulations on increasing the retirement age of employees.

In addition, the National Assembly also considered and issued 3 resolutions: Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Resolution on the 2024 Law and Ordinance Development Program, adjusting the 2023 Law and Ordinance Development Program.

At this session, the draft laws that the National Assembly commented on were: Draft Law on Land (amended), Draft Law on Real Estate Business (amended), Draft Law on Housing (amended), Draft Law on Water Resources (amended), Draft Law on Telecommunications (amended), Draft Law on Management and Protection of National Defense Works and Military Zones, Draft Law on Citizen Identification (amended), Draft Law on Credit Institutions (amended), Draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Decide on important issues

The National Assembly considered and decided to dismiss Mr. Nguyen Phu Cuong from the position of member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee, and to remove him from the duties of a deputy of the 15th National Assembly; and approved the proposal to dismiss Mr. Tran Hong Ha from the position of Minister of Natural Resources and Environment for the 2021-2026 term.

The National Assembly elected Mr. Le Quang Manh as a member of the National Assembly Standing Committee and Chairman of the Finance and Budget Committee of the 15th National Assembly; approved the proposal to appoint Mr. Dang Quoc Khanh as Minister of Natural Resources and Environment for the 2021-2026 term;

Approval of the proposal for appointment of Supreme People's Court Judges. Personnel work is carried out carefully and promptly, ensuring procedures are in accordance with Party regulations and State laws.

The National Assembly reviewed and approved the Resolution on the allocation of the Socio-Economic Recovery and Development Program; supplementing and adjusting the medium-term investment plan of the Central budget for the 2021-2025 period and allocating the 2023 Central budget investment plan of the National Target Program. This Resolution is of important significance in implementing tasks and projects using public investment capital and capital of the Socio-Economic Recovery and Development Program.

In addition, the National Assembly passed a Resolution approving the 2021 State budget settlement; reviewed and approved a Resolution on the investment policy for the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province.

The Government's initiative and determination

Secretary General of the National Assembly Bui Van Cuong said that after reviewing the supplementary assessment reports on the results of the implementation of the socio-economic development plan and the State budget in 2022; the implementation of the socio-economic development plan and the State budget in the first months of 2023, the National Assembly highly appreciated the direction and drastic implementation of tasks and solutions of the Government, the Prime Minister, all levels, sectors and localities; commended the efforts of the business community and people of all walks of life in implementing the resolutions of the National Assembly.

This has contributed to stabilizing the macro-economy, controlling inflation, ensuring major balances, increasing trade and services; social security, social welfare and people's lives have been given attention; the fields of culture, sports, tourism, information and propaganda have continued to be promoted; national defense and security have been basically ensured; foreign affairs and international integration have been expanded and strengthened; Party building and rectification, and the prevention and fight against corruption and negativity have achieved many important results...

The National Assembly also frankly pointed out the limitations and weaknesses in sectors and fields, especially the situation of pushing, avoiding, and lacking responsibility in performing public duties, leading to stagnation in solving work, causing frustration in society.

The National Assembly has resolved many major orientations, tasks and solutions for the Government, all levels and sectors to continue to resolutely implement in order to complete the set goals, targets, tasks and solutions. At the same time, it requires the Government and agencies to implement and have specific, suitable and feasible solutions to resolve existing problems and limitations in order to best complete the goals and targets according to the resolutions of the National Assembly.

During 2.5 days, the National Assembly questioned 3 ministers and the Minister and Chairman of the Ethnic Committee on the following areas: Labor, War Invalids and Social Affairs, Science and Technology, Transport, and Ethnicity. The issues selected by the National Assembly are necessary, meeting the practical needs and wishes of the people and voters.

The question and answer session took place seriously, democratically, responsibly, and constructively. National Assembly deputies raised questions, demonstrating a high sense of responsibility and closely reflecting the actual developments, lives, and aspirations of voters and people with concise, specific, clear content, with little repetition, with frank and constructive dialogue and debate, making the most effective use of time to question and clarify issues that voters and people are interested in.

The Ministers of Labor, War Invalids and Social Affairs, Science and Technology, Transport and the Minister and Chairman of the Ethnic Committee all demonstrated their mettle, grasped the current situation of the sectors and fields they were in charge of, were straightforward, did not beat around the bush, and avoided many difficult and complicated issues.

With a high sense of responsibility, Deputy Prime Ministers, ministers and heads of other sectors participated in serious explanations, helping to clarify many issues of concern to National Assembly deputies. At the end of the question-and-answer session, Deputy Prime Minister Le Minh Khai, on behalf of the Government, reported to clarify issues under the Government's common responsibility and directly answered questions from National Assembly deputies.

The National Assembly passed a Resolution on questioning activities at the 5th session, in which it requested the Government, the Prime Minister, ministers and heads of sectors to focus on implementing solutions and commitments, promptly overcoming shortcomings and limitations, improving the effectiveness and efficiency of state management in the questioned areas, effectively implementing the goals, programs and strategies in the resolutions of the Central Executive Committee, the Politburo, and legal provisions, meeting the legitimate demands and aspirations of the people and voters nationwide. This is also the basis for the National Assembly to conduct re-supervision and consider taking a vote of confidence at the 6th session.

"After reviewing the report on the results of implementing thrift practice and waste prevention in 2022, the National Assembly highly appreciated the initiative and determination of the Government, ministries, branches and localities in organizing the implementation of the Thrift Practice and Waste Prevention Program in 2022 in the context of many international and domestic difficulties and challenges," emphasized National Assembly Secretary General Bui Van Cuong.

The National Assembly requested the Government, ministries, branches and relevant agencies to respond to and resolve the recommendations in the Report synthesizing opinions and recommendations of voters and people sent to the 5th session of the Central Committee of the Vietnam Fatherland Front; focus on overcoming limitations and implementing the recommendations stated by the National Assembly Standing Committee in the Report on the results of monitoring the settlement and response to voters' recommendations sent to the 4th session; urgently review and thoroughly resolve a number of recommendations that voters have repeatedly made, and outstanding issues that affect the legitimate and legal rights and interests of the people.
