On April 16, at the State House, Georgetown, Vietnamese Ambassador to Brazil, concurrently to Peru, Suriname, Bolivia and Guyana Bui Van Nghi presented the letter of credentials of President Luong Cuong to President of the Cooperative Republic of Guyana Mohamed Irfaan Ali.
Also presenting his credentials on this occasion was the Ambassador of the People's Republic of Bangladesh.
At the ceremony to present the Letter of Credence, Ambassador Bui Van Nghi conveyed the greetings of General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man to the President of the Cooperative Republic of Guyana and other senior leaders of the host country.
The Ambassador expressed his great honor and deep sense of responsibility when being entrusted by the Party and State of Vietnam with the important responsibility of being Ambassador Extraordinary and Plenipotentiary to Brazil, concurrently serving in Guyana.
On the occasion of the 50th anniversary of the establishment of diplomatic relations between the two countries (April 19, 1975 - April 19, 2025), Ambassador Bui Van Nghi expressed his hope that the friendship and cooperation between Vietnam and Guyana will continue to develop strongly, increasingly deepening, commensurate with the potential and desires of both sides.

The Ambassador affirmed that, in addition to maintaining and strengthening the traditional solidarity and friendship with countries in South America and the Caribbean, the leaders of the Party and State of Vietnam always pay special attention to enhancing multi-faceted cooperation, especially in the fields of economy, trade and investment, with countries in the region, including Guyana.
Committing to working closely with the Vietnamese Embassy and agencies, ministries, and localities of the two countries to promote substantive and effective cooperation, especially in the fields of economics, trade, investment, construction, infrastructure, labor, tourism, and people-to-people exchange, Ambassador Bui Van Nghi also emphasized the importance of promoting the exchange of high-level delegations and delegations of ministries, sectors, and localities of the two countries; at the same time, promoting business delegations to survey and explore opportunities for bilateral trade and investment cooperation.

Sharing Guyana’s priority in promoting bilateral cooperation with Vietnam in potential areas such as skilled labor supply, infrastructure construction, trade, investment, mining, and agriculture, the President believes that Ambassador Bui Van Nghi will fulfill his responsibilities well, contributing positively to strengthening and developing relations between Vietnam and Guyana.
Also on April 16, before and after the presentation of his credentials, Ambassador Bui Van Nghi had working sessions with Minister of Foreign Affairs and International Cooperation Hugh Hilton Todd, Permanent Deputy Minister Elisabeth Harper and Director of the Department of Bilateral Affairs Marsha Caddet.

At the meeting, Minister Hugh Hilton Todd congratulated Vietnam and Guyana on the occasion of the 50th anniversary of establishing diplomatic relations (1975-2025), affirming that Guyana always values and wishes to promote cooperative relations with Vietnam.
Guyana will continue to support Vietnam at multilateral forums, and agrees with the proposal to increase exchanges of high-level delegations and all levels in the coming time to deepen the friendly relations between the two countries.

Permanent Deputy Minister of Foreign Affairs and International Cooperation of Guyana Elisabeth Harper expressed her desire to strengthen and expand economic cooperation with Vietnam, not only in traditional areas such as oil and gas, energy, agricultural products, livestock and cultivation - areas of Guyana's strengths, but also in other potential areas such as clean water supply, private sector development and technology transfer.
Ms. Harper emphasized that the two countries have great potential to promote cooperation in research, agricultural production, cultivation, livestock breeding, food processing, foodstuffs and wood products, serving domestic consumption as well as export to South American, North American and European markets.

Director General of Bilateral Affairs Marsha Caddet stressed the importance of soon establishing a Political Consultation mechanism between Vietnam and Guyana to enhance bilateral coordination in addressing regional and international issues of mutual concern.
Ms. Marsha Caddett also proposed that the two sides regularly maintain business networking forums, thereby facilitating trade and investment promotion and expanding cooperation in many potential areas. In particular, she particularly welcomed the possibility of Vietnam participating in the information technology, high technology, digital transformation markets, as well as infrastructure construction such as highways, bridges and housing development in Guyana.

Previously, on the afternoon of April 15, at the headquarters of the Ministry of Foreign Affairs and International Cooperation, Ambassador, Director of the Protocol Department Ivan Evelyn worked with Ambassador Bui Van Nghi and received a copy of the Letter of Credence.
Expressing his delight at welcoming Ambassador Bui Van Nghi to take up his duties in Guyana, Ambassador Ivan Evelyn affirmed that the Ministry of Foreign Affairs and International Cooperation of Guyana will closely coordinate and create favorable conditions for the Ambassador to successfully complete his duties, contributing to promoting the bilateral friendship and cooperation.
Ambassador Ivan Evelyn highly appreciated the potential for cooperation between the two countries, especially in the context of Guyana's strong economic growth with many key projects in the infrastructure sector such as airports, roads, bridges, schools and hospitals.
Guyana is currently facing a shortage of human resources and the Government of Guyana encourages international investors to employ workers from their country. According to Director General Ivan Evelyn, this is a potential opportunity for Vietnam to promote cooperation through the implementation of infrastructure investment projects and the sending of technical workers to live and work in Guyana.
In addition, Ambassador Evelyn emphasized that Guyana is prioritizing the areas of food security and climate change response. In the 2024 budget, the Government of Guyana has allocated GYD97.6 billion (equivalent to nearly 470 million USD) to the agricultural sector, including: GYD6 billion for the Guyana Sugar Corporation (GuySuCo), GYD1.3 billion for the Rice Development Board (GRDB), GYD2.6 billion for the development of crops such as corn, soybeans, citrus and coconuts, GYD1.2 billion for the fisheries and aquaculture sector, and GYD72.3 billion for upgrading the national drainage and irrigation system.
Ambassador Bui Van Nghi highly appreciated the potential for cooperation between Vietnam and Guyana, especially in the context that the two countries have many similarities in terms of climate conditions as well as orientations for sustainable agricultural development.

Ambassador Bui Van Nghi also shared that Vietnam is among the 10 countries most severely affected by climate change, but has achieved many impressive achievements in the agricultural sector. In 2024 alone, Vietnam's total rice export volume will reach more than 9 million tons and the turnover will be 5.7 billion USD, ranking third in the world after India (17 million tons) and Thailand (10 million tons). On that basis, Vietnam is willing to share its experience with Guyana in adapting to climate change and developing effective and sustainable rice production.
In addition to cooperation in agriculture and climate change response, Ambassador Bui Van Nghi proposed that the two countries strengthen cooperation in human resource training and infrastructure development, especially transportation systems and highway construction projects - areas in which Vietnam has a lot of practical experience and is willing to share.
In addition, in order to facilitate increased contact, delegation exchanges and the development of bilateral relations in the coming time, Ambassador Bui Van Nghi suggested that the two sides study the possibility of signing a visa exemption agreement for diplomatic and official passport holders.
Besides, Ambassador Bui Van Nghi proposed that the two countries establish a cooperation mechanism and regular consultation between ministries and branches to promote information exchange, experience sharing and effective coordination in areas of mutual interest.

On April 14, Ambassador Bui Van Nghi had a working session with Mr. Komal Singh, Chairman of the Private Sector Commission (PSC) of Guyana.
Giving an overview of the Commission’s role, functions and activities in promoting private sector development in Guyana, Chairman Komal Singh expressed interest in exploring potential products and services that could be imported from Vietnam in the near future.
Ambassador Bui Van Nghi said this was his first working trip to Guyana as a concurrent Ambassador, and emphasized that Vietnam wishes to strengthen bilateral investment cooperation, especially in the fields of oil and gas and infrastructure construction - areas in which Vietnam has strengths and practical experience.
The Guyanese side appreciated the potential for cooperation between the two countries, and shared the strong development areas in Guyana such as agriculture, information technology, mining and infrastructure.
The PSC Chairman proposed that Vietnam consider the possibility of establishing a trade office or appointing an Honorary Consul in Guyana to create a bridge to promote economic cooperation.
The two sides also discussed specific trade opportunities in the fields of rice, sugar and cotton; the possibility of Vietnam supporting Guyana in responding to climate change in agricultural production; as well as the potential for importing Guyana’s key agricultural products such as soybeans, corn, forest products and raw wood.
At the same time, Guyana expressed interest in importing food products, processed agricultural products and high-quality consumer goods from Vietnam such as clothing, footwear, electronics and household appliances.

During the visit to Guyana, the Embassy delegation continued to have important working sessions with many key agencies of the Guyana Government to strengthen bilateral cooperation in the fields of economy, trade and investment.
On April 17, Ambassador Bui Van Nghi had a working meeting with Guyana’s Minister of Agriculture Zulfikar Mustapha to promote bilateral cooperation in the agricultural sector. The two sides had in-depth discussions on the potential for cooperation in areas such as rice production, aquaculture, transfer of farming techniques and sustainable agricultural development.
Ambassador Bui Van Nghi affirmed that Vietnam is ready to share its experiences, models and agricultural technologies suitable to Guyana's conditions, contributing to supporting the country in improving its production capacity and ensuring food security.
On the occasion of the 50th anniversary of the establishment of diplomatic relations between Vietnam and Guyana (April 19, 1975 - April 19, 2025), the Ambassador emphasized the significance of the traditional friendship between the two countries. Expressing his impression of Vietnam’s outstanding achievements in the agricultural sector, especially its effective, highly applicable and sustainable development models, Minister Zulfikar Mustapha proposed that the two sides soon promote the signing of a comprehensive agricultural cooperation agreement, in line with Guyana’s strategic goals of enhancing domestic production capacity and ensuring national food security.

On the same day, April 17, the delegation had a working session with Mr. Peter Ramsaroop, General Director of the Guyana Investment Promotion Agency (GO-Invest).
Stating that Guyana’s investment attraction policy is highly flexible, with the Government placing special importance on creating a favorable environment for foreign investors, Mr. Ramsaroop also shared that currently many large corporations from China, Canada, India, the United States and the European Union are investing in Guyana in various sectors.

In addition to the official working program, on the evening of April 13, Ambassador Bui Van Nghi had an intimate and cozy meeting with the Vietnamese community living and working here. Although the number is not large (about 20 people), mainly coming from the Central provinces and only formed in the last decade, the Vietnamese community in Guyana has always strived to improve, stabilize their lives and integrate with the local community. Most of them are currently working in the construction and supermarket services sectors.
In the sincere atmosphere of the meeting, Mr. Phan Van Tien - the person who has been with Guyana the longest, on behalf of the people expressed his wish to receive more attention and support from the Embassy so that the Vietnamese community here can become more closely connected, develop and preserve traditional cultural identity.
Despite the busy life, the people still maintain the beautiful values of neighborly love, especially during the Lunar New Year and major holidays, when everyone gathers together, shares and helps - the elders guide the newcomers, adapt and rise together. Not only contributing positively to the development of Guyana, the people always look to the Fatherland, being a bridge connecting closely, contributing to fostering friendship and cooperation between Vietnam and Guyana in the future.
As planned, on April 18, Ambassador Bui Van Nghi will meet and work with Ms. Oneidge Walrond, Minister of Industry, Trade and Tourism of Guyana to discuss measures to promote business connections, enhance trade promotion and seek cooperation opportunities in the fields of processing industry, consumer product development, tourism and accommodation services.
The visit and working session of the Ambassador and the Vietnamese delegation to Guyana this time is one of the important and practical activities towards the 50th anniversary of the establishment of diplomatic relations between Vietnam and Guyana (1975-2025).
Activities within the framework of the working trip are expected to contribute to promoting substantive cooperation, expanding bilateral economic relations and further deepening the traditional friendship between the two countries.
