At the end of 2024, Ms. Dinh Thi Lel's family (Groi village, Ya Hoi commune) received help from officers and soldiers of Regiment 38 (Infantry Division 2) to repair fences, gates and build toilets. On this occasion, the unit also gave a gift worth 600,000 VND and supported a breeding cow for Ms. Lel's family.

Ms. Lel said: In 2018, she and her husband moved out to live on their own, and her parents gave her 2 acres of hilly land and a small house. Every day, they worked for hire to earn money to cover their living expenses and send their 2 children to school. Nearly 4 years later, she had enough money to buy a cow worth 13 million VND to raise. Thanks to the support of Regiment 38 with an additional cow, the family was able to escape poverty.
Ya Hoi is a commune in Region III, with ethnic minority households accounting for more than 90%. Recently, military units stationed in the district have mobilized officers and soldiers to support the locality with meaningful projects and tasks.
Mr. Duong Thai Thach - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Ya Hoi Commune - said: In recent years, Regiment 38 has effectively deployed field trips combined with mass mobilization work. The Party Committee, the government, departments, branches and organizations closely coordinated and created conditions for the unit to successfully complete its tasks. In 2024, the unit supported more than 310 working days to help the commune dredge sewers and clean up village roads and alleys; at the same time, helped nearly 40 households dig foundations, level houses, build toilets and reinforce the roadbed of Groi village.
“To date, Regiment 38 has supported 11 breeding cows for poor households in the commune. The support of Regiment 38 has created conditions for the commune to maintain and complete a number of criteria for building a new rural commune. To date, the commune has achieved 14/19 new rural criteria,” Mr. Thach said excitedly.

Lieutenant Colonel Ngo Tuan Anh - Political Commissar of Regiment 38 - said: Every year, the Regiment proactively coordinates with communes and towns in Dak Po district to conduct surveys and develop plans to implement mass mobilization work closely with the actual local situation. In 2024, the unit mobilized 1,614 working days to dredge 17 km of drainage ditches; cleared and cleaned more than 10 km of inter-village roads; helped 7 disadvantaged households relocate their houses, dig foundations, and level the ground.
In addition, the Regiment also donated 3 cows and 3 gifts to poor households in Ya Hoi commune and 75 gifts to poor households in communes in the district with a total value of more than 74 million VND. Since the beginning of the year, the unit has given many gifts to orphans and poor households in Ya Hoi commune and Dak Po town and supported 3 breeding cows for poor households with a total value of nearly 60 million VND.

In 2024, units: Infantry Division 2, Engineer Brigade 7 and the District Military Command contributed more than 2,250 working days, supported 3 cows for breeding, built 3 toilets, gave 22 gifts... to poor households with a total cost of nearly 65 million VND; maintained the implementation of "Rice jar for the poor" and collected 243 kg of rice to provide to poor households and households in difficult circumstances in the area; organized dozens of propaganda sessions, disseminated laws, and performed arts attracting a large number of people to participate.
Standing Deputy Secretary of the District Party Committee Nguyen Truong highly appreciated the mass mobilization work of military units stationed in the area in 2024. Regarding the tasks in 2025, the Standing Deputy Secretary of the District Party Committee emphasized: According to the plan, the district strives to eliminate 192 temporary and dilapidated houses for policy families, poor and near-poor households, and households in difficult circumstances. To further improve mass mobilization work in the area, military units need to innovate the content and implementation methods; build and replicate models and typical examples of "Skilled Mass Mobilization"; strengthen information exchange, interim and final summaries, and experience sharing between units and localities; unify and supplement the content of activities to improve the effectiveness of coordination in implementing mass mobilization work.
