Exemplary party agencies in digital transformation

After 3 months of implementing the Digital Transformation Project in Party agencies according to Decision No. 204-QD/TW, dated November 29, 2024 of the Secretariat, in addition to acknowledging the efforts and endeavors of the implementing agencies as well as the beneficiary agencies, the Steering Committee frankly pointed out the limitations that need to be promptly overcome, so that the Central Party agencies can truly be pioneers, exemplary, and leaders in digital transformation.

In fact, the requirement for applying information technology in the Party's activities has been raised for many terms, especially from Resolution No. 52-NQ/TW, dated September 27, 2019 of the 12th Politburo on a number of guidelines and policies to proactively participate in the Fourth Industrial Revolution; concretized by Decision No. 27-QD/TW dated August 10, 2021 of the Secretariat on the program of applying information technology in the activities of Party agencies in the period of 2021-2025. According to the assessment of the Central Party Office, this work has been recognized with many results.

Aiming for a higher goal of creating a strong, comprehensive and substantial change in the digital transformation task in party agencies, with a spirit of frankness, specificity and directness to the issue, the Steering Committee has a very high political determination, clearly assigning people, tasks, responsibilities, effectiveness and reporting deadlines. The Steering Committee has organized assessments, urged and promoted groups of tasks and solutions on mechanisms, policies, digital infrastructure, digital platforms, shared digital data, information security, human and financial resources... to complete each goal set out in the specific roadmap from now until 2028. In the immediate future, the Steering Committee requires the completion of software for managing party congresses at all levels, party member handbooks, and digital applications serving party congresses at all levels in May.

A key factor in digital transformation of party activities is data. Party data is the basis and important resource for perfecting party member management software, party congress management software at all levels, party member handbooks, etc. Digitizing party data will contribute to accelerating the process of digital transformation in party agencies; at the same time, creating transparency and accuracy in inspection and supervision work in the Party. Party digital data must always be "correct, sufficient, clean and alive". Party agencies need to regularly update, review, and standardize data, ensuring that it is complete, accurate, safe, and valuable in practice; inheriting available data sources; utilizing, connecting, and sharing information data to ensure synchronization, connectivity, and unity. The data is linked with the database of cadres, civil servants and public employees of state agencies to support the search and management of information on party organizations and party members quickly, accurately and securely, supporting the leadership and direction of party committees at all levels conveniently and promptly.

Regarding digital infrastructure, party agencies need to improve and regularly upgrade telecommunications networks, data centers, servers, transmission lines, software, and security solutions. On that basis, innovate working methods, increase online meetings and "paperless meeting rooms"... Regarding building a digital platform, it is necessary to deploy shared application software in party agencies to serve leadership, direction, and operations in the digital environment, ensuring the principle of taking users as the center.

Along with perfecting infrastructure, data and digital platforms, party agencies need to take the lead in propagating, educating and raising awareness of digital transformation among cadres and party members so that each individual can proactively and actively innovate and move towards innovation throughout the Party. Digital transformation in party work is important in terms of a substantial transformation in thinking, working style and manners in the era of the 4.0 industrial revolution. It should be noted that the implementation process will not be highly effective if the head of the party committee is not willing to become a pioneer, a role model, and at the same time take responsibility for digital transformation in the party organization of his/her agency, unit or locality.

In Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, the Party identified science, technology, innovation and digital transformation as decisive factors for national development; as a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era. In order for the resolution to quickly come into practice, Party agencies and organizations need to take the lead and set an example in implementing it to create consensus and determination of the entire political system to successfully carry out the revolution in breakthroughs in science, technology, innovation and digital transformation.
