Previously, on October 22, Prime Minister Pham Minh Chinh issued Official Dispatch 991 to the Ministers of Public Security, Industry and Trade, Construction, Information and Communications; and Chairmen of People's Committees of provinces and centrally run cities on "strengthening the management of construction order and fire prevention and fighting for multi-storey, multi-apartment individual houses, ensuring safety, protecting property, health and lives of the people".

Among the tasks assigned to the Ministry of Construction is the task of: "organizing a comprehensive inspection of the management of construction of multi-storey, multi-apartment individual houses, promptly detecting and strictly handling violations by organizations and individuals in accordance with the provisions of law, reporting to the Prime Minister the implementation results in December 2023".
Pursuant to Official Dispatch No. 991 of the Prime Minister, the Minister of Construction has directed the Ministry's Inspectorate to take the lead in developing a plan and guiding localities to conduct a comprehensive inspection of the management of construction of multi-storey, multi-apartment individual houses.
Specifically, the Inspectorate of the Ministry of Construction is responsible for conducting inspections in a number of localities with a concentration of individual housing projects, high-rise buildings, accommodation facilities and other types of multi-apartment housing, and rental facilities in industrial parks with high population density, such as: Hanoi City, Ho Chi Minh City and Binh Duong Province.
For the remaining provinces and cities, the Ministry of Construction has issued a document requesting the People's Committees of the provinces and cities to direct their affiliated functional agencies to conduct inspections (according to the guidance outline of the Ministry Inspectorate) and report the implementation results to the Ministry of Construction in December 2023 for synthesis and reporting to the Prime Minister.
Previously, on September 29, 2023, the Minister of Construction also issued Decision No. 1029/QD-BXD on promulgating the Plan to organize the implementation of Official Dispatch No. 825/CD-TTg dated September 15, 2023 of the Prime Minister on "implementing the direction of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting work".
Pursuant to the direction of Minister of Construction Nguyen Thanh Nghi, on October 24, 2023, the Inspectorate of the Ministry of Construction established inspection teams for the management of construction of multi-storey, multi-apartment individual houses in Hanoi, Ho Chi Minh City and Binh Duong province.
Comprehensive inspection aims to promptly detect and strictly handle violations by organizations and individuals in accordance with the provisions of law (if any).
Through that, the Ministry of Construction will also review and evaluate legal regulations on construction and management of individual housing, multi-storey houses, multi-apartment houses, and high-density rental facilities to study, amend, supplement, and perfect them to suit current reality.
