Pursuant to Official Dispatch No. 991 of the Prime Minister, on October 23, Minister of Construction Nguyen Thanh Nghi directed the Ministry's inspectorate to preside over the development of a plan and guide localities to conduct a comprehensive inspection of the management of construction of individual houses with many floors and many apartments (also known as mini apartments).
The Ministry of Construction Inspectorate was assigned to conduct inspections in a number of localities with many individual housing projects, high-rise buildings, accommodation facilities and other types of multi-apartment housing, and rental facilities in industrial parks with high population density, such as: Ho Chi Minh City, Hanoi and Binh Duong province.
For the remaining provinces and cities, the Ministry of Construction has sent a document requesting the People's Committees of the provinces and cities to direct their affiliated functional agencies to conduct inspections and report the implementation results to the Ministry of Construction in December this year for synthesis and reporting to the Prime Minister.

Previously, implementing the direction of Minister of Construction Nguyen Thanh Nghi, on October 24, the Inspectorate of the Ministry of Construction established inspection teams for the management of construction of multi-storey, multi-apartment individual houses in Hanoi, Ho Chi Minh City and Binh Duong province.
The comprehensive inspection, in addition to the purpose of promptly detecting and strictly handling violations by organizations and individuals in accordance with the provisions of law (if any), will also review and evaluate legal regulations on construction and management of individual houses, multi-storey houses, multi-apartment houses, and high-density rental facilities to study, amend, supplement, and perfect them in accordance with current reality.
In addition to the purpose of promptly detecting and strictly handling violations, through inspection, the Ministry of Construction will review and evaluate legal regulations on construction and management of individual housing, multi-storey houses, multi-apartment houses, and rental facilities with high population density to study, amend, supplement, and perfect legal regulations in accordance with current reality.
According to the Ministry of Construction, regulations on administrative sanctions for violations in the field of construction activities have created a legal corridor to fully regulate related activities in the field of construction works in general, and construction of individual houses in particular, including the type of individual houses designed with many floors and many households in urban areas.
However, in recent times, in some localities, there has been a situation of taking advantage of the lax management of functional agencies, so households and individuals have built multi-storey individual houses, many apartments or built houses with rooms for rent without complying with the provisions of law on construction and fire prevention and fighting.
Construction works not in accordance with planning, construction without permits, construction without permits, construction of houses that do not meet fire prevention and fighting standards and regulations, arbitrarily designing and arranging houses into many apartments for the purpose of renting, buying, selling, transferring...
The above situation increases population density, overloads technical infrastructure, social infrastructure, traffic infrastructure, does not ensure environmental sanitation, affects local security and order, disrupts planning, and causes disputes and lawsuits between buyers and sellers due to failure to issue Certificates of Ownership.
In particular, violations of fire prevention and fighting regulations in the above constructions lead to high risk of fire and explosion in the residential community.
