On July 1, the Ministry of Information and Communications held a ceremony to announce and hand over decisions on personnel work at the Ministry Office, the Department of Science and Technology; the Department of Planning and Finance; the Department of Information Security; the Department of Radio Frequency; the Department of Information Technology and Communications Industry (ICT Industry); and the Department of Publishing, Printing and Distribution.
Chaired by Minister of Information and Communications Nguyen Manh Hung, the ceremony was also attended by Deputy Ministers Nguyen Huy Dung, Nguyen Thanh Lam, Bui Hoang Phuong, and leaders of agencies and units under the Ministry of Information and Communications.
According to the decision announced at the event, Mr. Le Van Tuan, Director of the Radio Frequency Department, was transferred and appointed to hold the position of Director of the Information Security Department. The decision takes effect from July 1.
The Minister of Information and Communications decided to transfer and appoint Mr. Le Thai Hoa, Secretary of the Minister, to the position of Deputy Director of the Radio Frequency Department. Mr. Le Thai Hoa was also assigned to be in charge of and operate the Radio Frequency Department from July.
Ms. Hoang Thi Phuong Luu, Chief of Office of the Ministry of Information and Communications, was assigned to concurrently perform the duties and powers of Secretary of the Minister, Ministry of Information and Communications from July 1 until further decision.
Also from July, Mr. Nguyen Khac Lich, Director of the Department of Science and Technology, was transferred and appointed to the position of Director of the Department of ICT Industry.
Deputy Director of the Department of Science and Technology Dinh Quang Trung has been in charge of the Department of Science and Technology since July 1.
At the event, the Ministry of Information and Communications also issued the following decisions: Transferring and appointing Mr. Nguyen Huu Hanh, Deputy Director of the National Digital Transformation Agency, to hold the position of Deputy Director of the Department of Planning and Finance; Re-appointing Mr. Nguyen Nguyen to hold the position of Director of the Department of Publishing, Printing and Distribution from July 1, 2024.
Minister of Information and Communications Nguyen Manh Hung pointed out that the special point of this appointment and reappointment is that the five new leaders at the four departments and the Department of Planning and Finance are all recognized for their potential, and are assigned new challenges by the Ministry's leaders. Specifically, the new Director of the Department of Information Security, Le Van Tuan, was transferred to lead a completely different field from the frequency field he was used to. Director of the Department of ICT Industry, Nguyen Khac Lich, was assigned to manage an important field of the country, the core industry of a nation.
Meanwhile, Mr. Nguyen Huu Hanh was assigned by the Ministry of Information and Communications to take on the important role of Deputy Director of the Planning and Finance Department with the expectation of creating changes in the planning and finance sector of the Ministry of Information and Communications. Director of the Department of Publishing, Printing and Distribution Nguyen Nguyen was entrusted with more opportunities to devote himself to the development of the publishing sector, with an important task of reviving books by innovating. Similarly, for Deputy Director in charge of the Radio Frequency Department Le Thai Hoa, the challenge is not small, even though he is returning to his old work unit.
Suggesting that officials consider being appointed, reappointed and assigned to management positions as an opportunity to challenge themselves, the Minister of Information and Communications also hopes that these officials will use all their abilities to work, thereby discovering who they are and whether they can take on new tasks or not.
To facilitate the operation of the above 5 units, Minister of Information and Communications Nguyen Manh Hung assigned the Department of Organization and Personnel of the Ministry of Information and Communications to complete the consolidation of the leadership apparatus of the units by the end of July at the latest, and the target is the middle of this month.
Emphasizing that leaders of agencies and units of the Ministry of Information and Communications, including newly transferred officials, must focus on building a system for their units, Minister of Information and Communications Nguyen Manh Hung pointed out: Many leadership positions will only last about 1 year and will be moved after 2-3 years. Therefore, to ensure that when the leadership changes but the organization remains stable, the only way is to systematically build the organization.
The way to build a system for an organization, according to the Minister's instructions, is to put all activities of cadres and civil servants in the unit into the digital environment; Invest in a digital tool system to reduce the workload for workers; Build a digital knowledge system for the industry, field and unit.
"If that can be done, the organization's system will be relatively stable, and new leaders will not have to start doing daily, regular work," Minister of Information and Communications Nguyen Manh Hung noted.
Congratulating the 7 new officials, Deputy Ministers of Information and Communications Nguyen Thanh Lam, Nguyen Huy Dung and Bui Hoang Phuong all said that this is an opportunity for the officials to renew themselves. The Deputy Ministers also believe that these officials will complete the assigned tasks, achieve results in the second half of this year, and move forward to continue developing the information and communications industry.
All 7 newly appointed officials affirmed that they will do their best to carry out their assigned tasks, and committed that after 1 year if they do not complete their assigned tasks well, they will voluntarily resign and give up their positions to someone more suitable.
Also at the ceremony to announce and hand over the decision on personnel work, Minister of Information and Communications Nguyen Manh Hung analyzed the method of personnel work based on potential that is being applied by the Ministry of Information and Communications.
“It seems easy to appoint officials when you are 100% sure, but there will always be a shortage of officials, especially when the Information and Communications sector has to provide human resources for the whole country. Appointing officials based on potential means that the Ministry's Personnel Committee must accept the risk. But, only then will there be many officials,” Minister of Information and Communications Nguyen Manh Hung clearly explained.
Besides the requirement that the tasks assigned to potential-based officials must be highly challenging to quickly reveal their abilities, two other conditions for implementing potential-based appointments are to form a culture of leaving leadership positions when unable to handle the tasks; Direct leaders must supervise and support more frequently to promptly make changes and adjustments so that if necessary, officials can be promptly replaced.
Pointing out that cadres grow up through work, and testing people is like "fire testing gold", Minister of Information and Communications Nguyen Manh Hung emphasized: " If you want to have many cadres, leaders must create many new challenges and create many new jobs. If you want to have many good cadres, leaders must create many big challenges and many big jobs!"
