Minister Tran Hong Minh: Highest determination to deploy the North-South high-speed railway

With 92.48% of votes in favor, the 15th National Assembly has just passed a Resolution on the investment policy for the high-speed railway project on the North-South axis. Minister of Transport Tran Hong Minh gave a quick interview to Giao thong Newspaper.


The National Assembly has just passed a resolution on the investment policy for the high-speed railway project. As the new Minister of Transport, what can you share about this event?

This is a historic decision. The North-South High-Speed ​​Railway Project is not only a transport project but also a dynamic and symbolic project that creates momentum for the economy, contributing to bringing the country into a new era, an era of national growth as General Secretary To Lam stated.

The project was approved by the National Assembly in principle for investment, once again demonstrating the unified will and determination to realize the breakthrough goal of infrastructure, including transport infrastructure, set by the 13th Party Congress.

It should be added that the National Assembly approved the HSR project in the context of the country having full support to mobilize resources for implementation when the economic scale in 2023 reached 430 billion USD, nearly 3 times higher than in 2010; Public debt was low at about 37% of GDP; the expected time of construction implementation in 2027, the economic scale is estimated to reach 564 billion USD.

With the majority of votes of the National Assembly deputies voting in favor, it shows that people across the country are eagerly waiting for the time when the National Assembly decides on the investment policy for the Project.

Having just been assigned by the Party and State the important responsibility of being the Minister of Transport, the responsibility of implementing the project is very large. In the coming time, what tasks will the Minister immediately direct so that the project can be implemented as soon as possible and ensure effectiveness?

This is a very large-scale project with a large and complex workload, implemented for the first time in Vietnam. Recognizing this issue, right from the beginning of receiving the task, the Ministry's leadership team assessed and identified the difficulties and challenges to be faced in the next steps.

In order to implement the Project as soon as possible, the Ministry of Transport plans to advise the Government to issue a Resolution to direct local ministries and branches, based on their functions and tasks, to urgently implement the tasks, solutions, and specific policies stated in the Resolution of the National Assembly, especially policies related to mobilizing investment resources and shortening progress.

We are well aware that the project implementation will be a long journey with many challenges, a lot of work, and a very heavy task. In the immediate future, immediately after the project is approved for investment, we will have to start selecting a consulting contractor to prepare a Feasibility Study Report (F/s).

At the same time, work with localities to specify details on route direction, stations and land clearance scope to implement land clearance in parallel with the F/s establishment step so that construction can start at the end of 2027.

The Ministry of Transport will immediately deploy important tasks such as directing the Railway Project Management Board to review and improve the investment management model.

The Ministry of Transport will complete the project on human resource development in the railway sector; build a project on developing the railway industry and supporting industries and many other tasks.

The transport sector in general and the railway sector in particular are ready with the highest spirit and determination to "only discuss action, no retreat" to soon implement the project.

With the determination and efforts of the transport sector, the strong direction of the Party, Government, National Assembly and the participation of the entire political system, I fully believe that we will successfully implement this symbolic project of the new era.

The 15th National Assembly approved the North-South High-Speed ​​Railway Project. The project has a total length of about 1,541 km; starting point at Ngoc Hoi station (Hanoi capital), ending point at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and centrally-run cities.

The project invests in a new double-track line of 1,435mm gauge, designed speed of 350 km/h, load capacity of 22.5 tons/axle; 23 passenger stations, 5 freight stations; vehicles, equipment; high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and can transport goods when necessary.

In terms of technology, apply rail technology, electrification; ensure modernity, synchronization, safety and efficiency.

The preliminary total investment of the Project is 1,713,548 billion VND; using public investment capital, state budget capital allocated in medium-term public investment plans and other legal capital sources.
