On the afternoon of May 23, continuing the 7th Session, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 6th Session, 15th National Assembly. Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong chaired the meeting.
Accordingly, regarding the opinion of delegate Tran Thi Thanh Huong - Delegation of National Assembly Deputies of An Giang province, proposing that the Ministry of Natural Resources and Environment consider soon issuing a separate standard that is more suitable for aquaculture according to the provisions of the Law on Environmental Protection 2020.
Speaking before the National Assembly, Minister of Natural Resources and Environment Dang Quoc Khanh said that we are currently conducting an environmental impact assessment in the aquaculture sector according to Standard 40. Implementing the Law on Environmental Protection 2020, the Ministry of Natural Resources and Environment is currently developing a new Standard and is seeking opinions from ministries, branches and localities. This Standard has clarified economic sectors, including criteria for aquaculture and seafood processing. When the Standard is issued, it will solve the problem raised by the delegates.
Regarding the guidance on compensation and support for land and assets located within the safety corridor of wind towers of wind power projects mentioned by National Assembly Delegate Siu Huong - National Assembly Delegation of Gia Lai province, Minister of Natural Resources and Environment Dang Quoc Khanh said that this content is clearly stipulated in Article 106 of the 2024 Land Law and will take effect in the near future.
Accordingly, Article 106 stipulates: When constructing a project or an area with a safety corridor without reclaiming land within the safety corridor of the project, the protection area, or the safety belt, the land user shall be compensated for damages due to restrictions on land use and damages to property attached to the land according to Government regulations.
Minister Dang Quoc Khanh said that the Ministry of Natural Resources and Environment has drafted and submitted to the Government a Decree on compensation and resettlement support. When the 2024 Land Law comes into effect and the Decree is issued, it will clearly stipulate guidelines for compensation and support for land areas and assets attached to land within the safety corridor of wind towers.
Regarding the opinion of delegate Nguyen Tao - National Assembly Delegation of Lam Dong province regarding the issue of bauxite mineral planning, Minister Dang Quoc Khanh said that this content is chaired by the Ministry of Industry and Trade. Recently, the Ministry of Natural Resources and Environment has participated in the assessment and exploration of reserves. At the same time, the Ministry of Natural Resources and Environment coordinated with the Ministry of Industry and Trade to review mineral exploitation plans, ensuring compliance with local planning and local socio-economic development.
Minister Dang Quoc Khanh emphasized that bauxite mineral planning must be consistent with the general development of the locality in each period and stage; there are periods when exploitation is not yet needed, so it can be included in the reserve planning so that investment projects and socio-economic development projects are still guaranteed.
